Job Duties
Delegates and assigns projects to staff. Determine goals, priorities, action plans, and deadlines, then communicate these to the team. Schedules regular staff meetings to ensure everyone is aligned and accountable. Mentors, coaches, counsels, and trains staff on their job responsibilities, new skills, and internal policies and procedures.
Establishes an effective team environment and fosters a positive organizational culture. Completes performance evaluations and writes job descriptions as necessary. Provides regular, constructive feedback and recognition to employees, and addresses performance issues or policy violations. Reviews and approves staff’s PTO requests.
Manages projects by overseeing analysis, application development, and database maintenance, as well as facilitating intra-agency communications. Collaborates with senior management to evaluate and prioritize project needs and address critical issues.
Acts as a Liaison to external entities such as the Department of Treasury, Revenue, medical and insurance providers, IRS, and PA Labor and Industry for technical issues and support.
Provides strategic and tactical planning, development, evaluation, and coordination of the ASAP system, Online Services, and Workday. Focuses on meeting project commitments, providing support, and maintaining effective communications with stakeholders.
Provides strategic and tactical support for the Pennsylvania Board of Law Examiners Bar Exam Applicant Registry (BEAR) and the Online Bar Application (OBA). Engages with the Executive Director's plan to enhance automation and modernize the online application experience.
Develops project plans and statements of work for current and future needs. Coordinates the development and implementation of application enhancements; assists with project scope definition, direction, scheduling, documentation, quality assurance, and risk mitigation.
Drives organizational change and crafts solutions for business problems that are innovative and support the direction of the organization. Collaborates with senior management to resolve complex problems.
Serves as a resource for resolving inquiries from the user community, providing clarification on issues, and handling enhancement requests and reviews.
Facilitates and creates an open forum for ongoing communications with users and department staff on a regularly scheduled basis. Fosters and manages productive relationships with staff and stakeholders. Provides leadership and direction for both the project team and business partners.
Assists the JAAS Help Desk by defining the appropriate protocols and responses for handling user assistance scenarios and application notifications.
Designs, develops, and maintains applications for the PA Board of Law Examiners.
Minimum Qualifications
Bachelor’s degree with an IT-related major or minor, PLUS
Five years of IT management experience
An equivalent combination of education, experience and/or training may be considered.
Additional Requirements/Preferences
Intermediate to advanced skills in Microsoft Excel and Microsoft Project are required.
Intermediate to advanced skills in business intelligence tools such as PowerBI or Tableau are preferred.
Three years of experience in direct staff supervision preferred.
Seven years of work experience in a technology-related field is preferred.
Experience in Workday ERP system preferred.
Satisfactory criminal background check required

Starting Annual Salary
$89,868 - $108,160
