A CFO of a DHS division oversees all financial strategy, budgeting, and fiscal operations for the division, ensuring funds are used responsibly and in compliance with state and federal rules. They lead budget development, monitor spending, manage grants and federal funding requirements, and produce accurate financial reports for DHS leadership and oversight bodies. The CFO advises executive on financial risks and long term planning, directs audit and internal controls, ensures programs follow cost allocation and allowable expense rules. They also supervise finance staff, streamine financial processes, and support the division's mission by aligning financial decisions with operational and policy goals.

Serves as Deputy CFO for Children and Family Services (DCFS)

Five (5) years of experience in state budget and financial reporting

Job Summary

The Accounting Supervisor/Expert is responsible for overseeing day-to-day accounting operations and ensuring the accuracy and integrity of financial transactions. This position requires a strong understanding of accounting principles and financial regulations, as well as the ability to lead, mentor, and support accounting teams. The successful candidate will be responsible for supervising accounting staff, coordinating complex accounting functions, and ensuring compliance with state financial policies.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Lead and supervise a team of accountants, ensuring their work is completed accurately, on time, and in compliance with state regulations. Conduct performance evaluations for accounting staff, providing feedback and identifying areas for improvement and professional growth. Review and approve financial reports, ensuring they are accurate, complete, and comply with applicable accounting standards and regulations. Oversee the preparation of monthly, quarterly, and annual financial statements, providing insights and recommendations to management. Ensure that all accounting activities comply with applicable state, federal, and departmental regulations. Coordinate the preparation for internal and external audits, providing necessary documentation and information as required. Manage and review complex financial transactions, ensuring accuracy and compliance with accounting policies.

Knowledge and Skills

Advanced knowledge of accounting principles, practices, and financial reporting. Strong experience in budgeting, managing financial reports, and analyzing financial data. Knowledge of state, federal, and departmental financial regulations and standards. Ability to analyze complex financial data, resolve discrepancies, and develop actionable recommendations. Advanced proficiency in accounting software (e.g., PeopleSoft, Oracle, QuickBooks) and Microsoft Excel (including pivot tables, formulas, and financial models).

Minimum Qualifications

A Bachelor's degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university, plus 4 years of accounting experience.

Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee's demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
