THIS POSITION WAS CREATED AS THE RESULT OF A KY OPIOID ABATEMENT GRANT THAT WAS AWARDED TO THE FIVCO AREA DEVELOPMENT DISTRICT. IT IS CURRENTLY FUNDED FOR THE TWO-YEAR GRANT PERIOD.Executive Director

Position Summary:
The Executive Director (ED) of the Boyd County Recovery Community Organization (RCO) provides leadership, oversight, and day-to-day management of a peer-driven recovery center serving individuals impacted by substance use disorder. This role is responsible for building and sustaining a recovery-oriented system of care that emphasizes multiple pathways to recovery, workforce readiness, and long-term community reintegration.
The ED will lead the implementation of non-clinical recovery support services while coordinating closely with key partners. The position ensures compliance with all grant requirements while advancing measurable outcomes related to recovery engagement, workforce participation, and community impact.Reporting Structure
  • Reports directly to Mike Maynard, Executive Director of Hillcrest Bruce Mission 
  • Works in coordination with FIVCO Area Development District and regional partner organizations 
Key Responsibilities
Leadership & Program Oversight
  • Provide leadership for the development and operation of the Recovery Community Center 
  • Establish and maintain a peer-led, recovery-oriented environment grounded in lived experience 
  • Oversee implementation of core RCO services, including peer support, recovery coaching, and community engagement 
  • Ensure all services remain non-clinical, person-centered, and aligned with best practices 
Recovery Support Services
  • Promote and implement a multiple-pathways approach to recovery 
  • Support individuals in recovery through peer-based services, coaching, and resource navigation 
  • Ensure an inclusive environment that respects all recovery journeys, including abstinence-based, MOUD, faith-based, and other pathways 
  • Facilitate connections to clinical providers and partner organizations when appropriate 
Workforce Development
  • Integrate workforce readiness as a core component of recovery support services 
  • Build relationships with local employers to promote recovery-friendly workplaces 
  • Support participants in job readiness, placement, and retention 
  • Coordinate with training providers and partners to create career pathway opportunities 
Partnership & Community Engagement
  • Maintain strong collaboration with partner organizations and stakeholders 
  • Represent the RCO in community meetings, coalitions, and regional initiatives 
  • Expand partnerships to enhance service delivery and community impact 
  • Promote awareness of recovery services and reduce stigma within the community 
Operations & Administration
  • Oversee daily operations of the Recovery Community Center facility 
  • Supervise staff, including peer support specialists and administrative personnel 
  • Develop and maintain policies, procedures, and program standards 
  • Ensure a safe, welcoming, and recovery-oriented environment 
Grant Management & Compliance:
  • Ensure compliance with all funding requirements, including reporting and documentation 
  • Track and report key performance metrics such as individuals served, engagement levels, and workforce outcomes 
  • Maintain accurate and audit-ready records 
  • Assist in preparing reports and supporting ongoing funding opportunities 
Financial Oversight:
  • Assist in managing program budgets and ensuring responsible use of funds.
  • Monitor expenditures in alignment with grant guidelines.
  • Support sustainability efforts through partnerships and funding opportunities.
Qualifications:
Required Qualifications:
  • Lived experience in recovery from substance use disorder.
  • High school diploma or GED.
  • Demonstrated commitment to maintaining an active, healthy recovery lifestyle.
  • Minimum of 2–3 years of sustained recovery. 
  • Current Peer Support Specialist Certification (Kentucky or equivalent) 
  • Strong passion for helping others in recovery and serving as a peer leader. 
  • Experience working in recovery support, peer services, behavioral health, or a related field. 
  • Ability to build trust with individuals in recovery and serve as a credible role model
  • Strong interpersonal, leadership, and communication skills. 
  • Ability to supervise staff, coordinate programs, and manage day-to-day operations. 
Recovery Philosophy Requirement:
  • Demonstrated commitment to a multiple-pathways approach to recovery, including: 
    • Abstinence-based models (e.g., 12-step programs) 
    • Medication-Assisted/Medication for Opioid Use Disorder (MOUD) 
    • Faith-based recovery 
    • Clinical and non-clinical recovery supports 
  • Ability to support all individuals in recovery without bias or preference toward any single pathway 
  • Commitment to creating an inclusive, stigma-free, and person-centered recovery environment 
Preferred Qualifications:
  • Associate’s or Bachelor’s degree in a relevant field (e.g., social work, public health, counseling, public administration).
  • Experience managing programs, staff, or community-based initiatives.
  • Familiarity with grant-funded programs, reporting, and compliance requirements. 
  • Experience working with community partners, employers, or workforce development initiatives.

  • Compliance with all grant and reporting requirements 
  • Demonstrated impact on recovery support and community reintegration in Boyd County 
Work Environment:
  • Primary location within the Boyd County Recovery Community Center facility 
  • Regular local travel for meetings, outreach, and partner coordination 
  • Occasional evening or weekend hours for events and programming 
Position Duration:
  • This position is funded through a two-year grant period beginning July 1, 2026, with potential for continuation based on performance and future funding 
About FIVCO Area Development District:

This organization shall be known as the FIVCO Area Development District, a local agency created under the Kentucky Revised Statutes (KRS Chapter, 147A), with its purpose being to promote, develop and protect the economy, health, education, and general welfare and to implement projects in accordance with KRS 147A for the people of Boyd, Carter, Elliott, Greenup and Lawrence Counties in Northeastern Kentucky, and to further act in conjunction with adjoining Area Development Districts to implement programs of benefit to the Northeastern Kentucky area.The FIVCO Area Development District was founded in 1968 and proudly serves its five-county region in many different capacities. The Board of Directors consists of 25 members from the five-county region.
