Role Summary
As the Capture & Proposal Manager, you will own every federal pursuit from the moment we identify the opportunity through final submission. You will run capture, build the win strategy and partner ecosystem, lead color-team reviews, and personally write the executive summary and key technical volumes, all driven by Shipley best practices. You will work hand-in-hand with the Federal AE, federal solutions engineering, operations, legal/contracts, and our partners. This is the seat that turns a federal pipeline into federal awards.
Core Responsibilities:
- Capture Leadership: Run capture for every pursuit driven from Shipley best practices, opportunity qualification, customer/competitor intel, gate reviews, win strategy, teaming, and price-to-win positioning.
- End-to-End Proposal Ownership: Own the full proposal development lifecycle: kickoff, compliance matrix, outline, content plan, color-team reviews (pink, red, gold, white-glove), production, and submission.
- Hands-On Writing: Write the executive summary and key technical, management, and past-performance volumes; orchestrate SME and partner contributions on the rest.
- Knowledge Asset Building: Build and maintain a content library, past-performance database, and capability statement set that compounds eVisit's win rate over time.
- Cross-Functional Partnership: Partner with the Federal AE on capture plans; partner with operations on delivery; partner with prime contractors on teaming and vehicle routing.
- Performance Discipline: Run lessons-learned after every submission; instrument win/loss and pipeline conversion analytics; report capture and proposal KPIs to leadership.
- Market Engagement: Represent eVisit at industry days, capability briefings, and partner conferences when shaping warrants it.
- Success Metrics: Track and manage key success metrics, including but not limited to:
- Submitted-proposal volume and on-time submission rate
- Win rate (trailing 12 months)
- Compliance-matrix score against government evaluation models
- Pipeline conversion (capture-qualified → submitted → awarded)
