Job Description:

Parsons' Cyber Warfare Directorate is focused on delivering cutting-edge offensive and defensive cyber, electronic warfare, signals intelligence, and specialized communication and collection technologies to the Department of Defense and Intelligence Community. Based on our rock-solid foundation of world-class talent, we are committed to supporting U.S. and Joint Coalition Warfighters in achieving critical national security objectives. Our purpose is to serve those who protect our nation enabling mission success across intelligence, cyber, and electronic warfare domains.

The role plays a vital leadership role responsible for operational excellence, program execution, and business growth within the Cyber Warfare PD. This role integrates day‑to‑day operations management, end‑to‑end program leadership, and business development / growth enablement to ensure the organization delivers high‑quality outcomes while expanding revenue, customers, and capabilities.

What You'll Be Doing:

Operations Management

  • Support daily operational performance across programs, teams, and functional areas

  • Establish and maintain operational processes, metrics, and controls

  • Ensure staffing, resource allocation, and workload balance align with priorities

  • Drive continuous improvement in efficiency, quality, and delivery consistency

  • Manage vendor, subcontractor, and partner performance where applicable

  • Ensure compliance with organizational policies, contracts, and regulatory requirements

  • Outcome Focus: Stable, scalable, and efficient operations that support growth.

Program & Portfolio Management

  • Own end‑to‑end program execution from initiation through delivery and closeout

  • Ensure programs meet scope, schedule, cost, quality, and performance objectives

  • Lead risk, issue, and dependency management across the program portfolio

  • Serve as primary escalation point for program challenges and trade‑offs

  • Prepare and deliver executive‑level program reviews and status briefings

  • Ensure customer satisfaction and contract performance commitments are met

  • Outcome Focus: Predictable delivery, strong customer trust, and measurable results.

Business Development & Growth Enablement

  • Partner with executive leadership to identify and pursue new business opportunities

  • Support capture, proposal, and bid efforts through operational and program expertise

  • Shape solutions, staffing models, and delivery approaches for new opportunities

  • Build and maintain strong customer relationships to enable organic growth

  • Identify expansion opportunities within existing accounts and programs

  • Contribute to pricing, resourcing, and risk assessments for growth initiatives

  • Outcome Focus: Sustainable revenue growth aligned with operational capability.

Leadership & Governance

  • Act as a trusted advisor to executives on execution, risk, and growth decisions

  • Build, lead, and mentor high‑performing managers and program leaders

  • Establish clear accountability, decision rights, and governance structures

  • Drive a culture of ownership, transparency, and results

  • Align teams around strategic priorities and execution discipline

  • Outcome Focus: Strong leadership bench and disciplined execution culture.

Required Qualifications:

  • Minimum of 10+ years of progressive experience in operations, program management, or business leadership

  • Bachelor's Degree or additional years of experience in lieu of degree is required (an advanced degree is preferred)

  • Must have an active Top Secret Clearance

  • Demonstrated success leading complex programs and teams

  • Experience supporting or leading business development / growth efforts

  • Strong financial, operational, and risk management acumen

  • Proven ability to communicate effectively with executives, customers, and teams

  • Ability to balance strategic thinking with hands‑on execution

Preferred Qualifications

  • Experience managing multi‑program portfolios

  • Prior P&L or budget ownership

  • Experience in regulated, government, or contract‑driven environments

  • PMP, PgMP, MBA, or equivalent leadership training

  • Experience scaling teams or operations during growth phases

  • An active Poly is preferred but not required

Security Clearance Requirement:

An active Top Secret security clearance is required for this position.

Salary Range: $148,300.00 - $266,900.00
