Secretary/Treasurer (Part-Time)

Lower Heart Water Resource District

Position Summary

The Lower Heart Water Resource District is seeking a part-time Secretary/Treasurer to provide administrative, financial, and meeting support services to the Board. This position is responsible for coordinating board meetings, maintaining official records, processing financial transactions, preparing reports, supporting budget activities, and completing various federal and state reporting requirements.

This position requires strong organizational skills, attention to detail, the ability to work independently, and the ability to maintain accurate records while supporting the operations of the Board.

Key Responsibilities

This position performs a variety of administrative, financial, and board support functions, including but not limited to:

  • Coordinate and distribute meeting notices and board communications

  • Prepare meeting agendas, supporting materials, and official meeting minutes

  • Attend monthly board meetings and maintain official records

  • Manage District bank accounts and reconcile financial records

  • Maintain financial spreadsheets and budget tracking reports

  • Process accounts payable transactions and issue payments

  • Maintain accounting records using QuickBooks

  • Prepare monthly financial reports and Treasurer's Reports

  • Process and reconcile federal payroll tax payments

  • Complete quarterly and annual federal and state reporting requirements

  • Prepare and distribute W-2 and 1099 tax forms

  • Assist with annual budget preparation and financial planning activities

  • Coordinate required filings and communications with government agencies

  • Maintain organized electronic and paper records

  • Perform other administrative and financial duties as assigned by the Board

Minimum Qualifications

The following minimum qualifications are required to perform the essential functions of this position:

  • High school diploma or GED

  • Experience in bookkeeping, accounting support, office administration, payroll administration, or a related field

  • Proficiency with Microsoft Office, including Excel

  • Ability to learn and utilize financial and reporting software

  • Strong organizational, recordkeeping, and communication skills

  • Ability to maintain confidentiality and exercise sound judgment

Preferred Qualifications

The following qualifications are desirable and may enhance a candidate's ability to perform the duties of this position:

  • Experience with QuickBooks

  • Experience preparing financial reports and reconciliations

  • Experience with payroll tax reporting and government filings

  • Experience supporting boards, committees, or public meetings

  • Experience working in local government, special districts, or public sector organizations

Work Schedule

This is a part-time position with flexible scheduling. Attendance at monthly board meetings is required. Additional hours may be necessary to complete monthly, quarterly, and annual reporting responsibilities.

Work Environment

Work is performed primarily in an office setting with frequent computer use and independent work. The position requires attention to detail, management of multiple deadlines, and regular interaction with board members, contractors, governmental agencies, and the public.
