Salary Range: $74,803 - $119,684 ANNUALLY

Starting Pay: $97,243 ANNUALLY

Job Summary:

The Mayor's Office of Small & Minority Business Advocacy & Development (SMBA&D) is seeking a Program Compliance Officer II to serve as Strategic Partnership Officer. SMBA&D oversees compliance with the Minority & Women's Business Program, Baltimore City Code Article 5, Subtitle 28, governing Minority Business Enterprises (MBE) & Women's Business Enterprises (WBE). The Minority & Women's Business Program requirements are applicable to all City contracts. SMBA&D additionally operates the MBDA Advanced Manufacturing Program, Baltimore Main Streets Program, and provides small business advancement resources.

Essential Functions:

  • This position will spearhead the agency's efforts in cultivating partnerships.

  • Seek to establish new partnerships in the areas of financial institutions, universities, chambers, & business organizations to further resources and technical assistance to the business community.

  • Strengthen existing partnerships.

  • Assist in the ethical fundraising to provide resources, events, strategic consulting, or other benefits to the business community.

  • Work internally to integrate partnership opportunities into existing and new programs.

  • Monitor and evaluate the effectiveness of partnerships and make recommendations for improvement.

  • Work to expand our business resource ecosystem.

  • Work directly & collaboratively with the Deputy Director overseeing Small Business Advancement, Deputy Director overseeing the MWB Program, Director of the Baltimore Main Streets Program, & Director of the MBDA Advanced Manufacturing Center.

  • Represent the Mayor's Office at community events, conferences, and meetings to promote partnership opportunities.

  • Assist in promoting business advancement resources to the community, financial institutions, chambers, & business organizations.

  • Take part in event planning with the communications & outreach teams.

  • Assist in promoting events with the communications team.

Required Knowledge & Skills

  • Ability to maintain a high workload.

  • Ability to articulately present, justify, and defend your compliance determinations.

  • Ability to maintain your schedule and honor deadlines.

  • Knowledge of the principles and techniques of administration.

  • Ability to apply and interpret City Code, regulations, and procedures.

  • Ability to gain the cooperation of and cooperate with others.

  • Ability to express ideas, both orally and in writing.

  • Ability to independently work and follow protocols.

  • Enjoy meeting others & cultivating relationships.

  • Ability to deal professionally and effectively with government officials and personnel, representatives of private organizations, developers, community groups, and others.

  • REQUIREMENTS: Qualified candidates will have prior background in finance, accounting, or large-scale organizational management.

EQUIVALENCIES: Equivalent combination of education and experience.
