Job Description
Noble Corporation is hiring for a Maritime Security Professional in Houston, Texas. This role will be working a hybrid work schedule at our newly built office in CityWest Plaza. The Maritime Security Professional is responsible for ensuring the development, implementation, and maintenance of the company and fleet security program. This role ensures personal accountability and company-wide adherence to the International Ship and Port Facility (ISPS) Code, flag state administration regulations, and other relevant standards. Primary focus: ISPS requirements and non-ISPS MODUs. Shoreside security functions shall remain secondary, ensuring that the primary responsibilities related to maritime security are prioritized and effectively managed. This includes overseeing security measures on MODUS, coordinating with flag state administrations, and ensure compliance with international maritime security standards.
ESSENTIAL FUNCTIONS
Security Program Development and Maintenance
- Develop, implement, and maintain the company and fleet security program in accordance with the ISPS code and other relevant maritime regulations.
- Ensure adherence to security protocols and procedures across the organization and evaluate their effectiveness.
- Ensure consistency between security requirements and safety requirements.
Advisory and Support Roles
- Advise, support, and mentor Ship and Unit Security Officers with the implementation of the onboard security program.
- Advise all levels of the organization on security matters and best practices.
- Communicate effectively and respectfully with internal and external stakeholders.
- Facilitate effective communication and co-operation between the Ship or Unit Security Officer and the relevant port facility security officers.
- Ensure any alternative or equivalent arrangements approved for a particular MODU or group of MODUs are implemented and maintained.
Threat Assessment and Mitigation
- Advise on threats likely to be encountered by the MODU using appropriate security assessments and relevant information.
- Ensure MODU security assessments are carried out in accordance with the ISPS Code and flag state administration requirements to identify vulnerabilities and implement mitigations accordingly.
Security Plan Management
- Develop, submit for approval, confirm implementation onboard, and maintain the Ship or Unit Security Plan.
- Ensure period reviews of the Ship or Unit Security Assessment and Plan are completed.
- Ensure that, if sister-MODU or fleet security plans are used, the plan for each MODU reflects the MODU-specific information accurately.
Regulatory Compliance
- Coordinate with regulatory bodies and flag state administrations to ensure compliance.
- Liaise with the flag state administration and other regulatory bodies on security and ISPS related matters.
- Arrange for any initial and subsequent verification of the MODU by the Administration or the recognized security organization.
- Support the MODU in obtaining the initial, intermediate, and renewal of the International Ship Security Certificate.
- Oversee the security component of the Document of Compliance, ensuring all requirements are met.
Training and Awareness
- Enhance security awareness and vigilance within the organization and fleet.
- Ensure adequate security awareness and VPDSD familiarization training is developed for personnel responsible for the security of the MODU.
- Train and mentor security teams (SSO, VSO, VPDSD, and Security Awareness certified).
Security Exercises and Audits
- Develop, plan, and execute the Annual Company Security Exercise and disseminate the report to the OIMs and SSOs.
- Approve and oversee the annual internal ISPS Audits and review of security activities.
- Ensure deficiencies and non-conformities identified during internal and external audits, reviews, inspections, and verifications are promptly addressed and resolved with effective corrective actions.
- Identify trends and focus areas based on findings, events, and feedback
Documentation and Records Management
- Maintain documentation and records in accordance with Noble's policies and practices.
- Prepare and maintain documentation related to security policies, procedures, and incidents.
- Update and submit to the Administration Continuous Synopsis Records.
- Review, approve, or reject internal deviations or MOCs for security-related items.
- Administrator or access user for security sites, programs, and filing systems.
Security Equipment and Incident Response
- Ensure the MODUs maintain Security Equipment (SSAS, LRIT, etc.) onboard and there is an effective training and maintenance program.
- When designated, as the Competent Authority for the SSAS
- Respond and support all security related events
- Support the Incident Management Team, when requested
Industry Trends and Collaboration
- Stay updated on industry trends and changes in maritime security regulations.
- Develop slide presentations and communication documents as required.
- Collaborate with all departments in the performance of job functions.
- Support marketing with potential contract reviews.
Other Duties:
- Ensure Shoreside Security Assessments are conducted, and plans developed as needed.
- Support the Operations Department with implementation of shoreside security programs.
- Support the traveler security program.
- Partner with industry and regulators on security matters.
- Perform other duties as assigned.
QUALIFICATIONS
- Bachelor's Degree preferred.
- Six years of experience working in as a Company Security Officer or in a relevant field.
- Must have Company Security Certification
- Extensive knowledge of the International Ship and Port Facility Security (ISPS) Code and flag state administration regulations
- Ability to provide instruction and guidance to the company and fleet during security events.
- Capability to make operational security decisions during situations of heightened tension and pressure.
- Proficiency in advising all levels of the organization.
- Effective and respectful communication skills.
- Proactive attitude; ability to work independently or with groups.
- Strong technical writing skills.
- Excellent interpersonal and communication skills.
- Ability to quickly learn and implement new procedures and systems within a project environment.
- Proficiency in all Microsoft Office programs.
- Certification or ability to be certified for Offshore Oil & Gas travel (BOSIET, OGUK, etc.).
- Willingness to travel, as required
