  • Directly supervises staff, providing oversight, coaching performance evaluation and corrective action when necessary.; Assists and/or instructs other employees with their duties; Reviews work of other employees; Assists with management of resource allocation, including scheduling , workload balancing and performance metrics; Leads hiring, onboarding, training and retention strategies to build and support a skilled and stable workforce.
  • Assists in the overall program strategic planning, policies/procedures development and implementation, and personnel issues.
  • Tracks and reports operational metrics, dashboards and outcomes in a timely and understandable approach to internal and external stakeholders including members of Commissioners Court, Elected Officials, Department Heads and county employees.
  • Contributes to the planning and execution of behavioral health initiatives including managing governance, data, risk and compliance, as well as providing leadership support to interagency coordination committees and councils, such as Fort Bend County Behavioral Health Criminal Justice Coordinating Council (BHCJCC).
  • Ensures programs meet clinical, contractual legal and regulatory standards and local federal/grant requirements.
  • Implement operational procedures, workflows, and process improvements to increase efficiency, reduce duplication, and improve outcomes.
  • Collaborates with courts, jail administrators, law enforcement and other justice partners to align servicers, resolve barriers and improve system flow.
  • Tracks and monitors budget expenditures.
  • Fosters a collaborative and productive work environment.
  • Manages and coordinates social media and communications for the department.
  • Provides support to BHS, other county departments and on-call as needed.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers; Participates in emergency/crisis response protocols, including staffing adjustments, rapid deployment and continuity planning.

MINIMUM JOB REQUIREMENTS:

  • Bachelor's Degree in Behavioral Health, Social Worker, Criminal Justice, Public Administration or related field; Master's Degree preferred.
  • 7 years of job-related experience, including 5 years management or operations experience within a behavioral health or justice setting at a local, state or national level is required.
  • Knowledge and experience working with the intersection between behavioral health and justice;
  • Demonstrated ability to manage multi-disciplinary teams, implement operational strategies and drive measurable improvements.
  • Strong understanding of budgeting compliance, contract management and data informed decision making.
  • Proficiency with EHR systems, scheduling platforms and quality improvement tools preferred.
  • Ability to work with highly volatile population; Ability to work with individuals that have been incarcerated and/or with mental health conditions.
  • Ability to research information for areas of need and implement solutions.
  • Knowledge of County Government.
  • Attention to detail; Excellent organization skills; Data analytical skills.
  • Excellent communication and interpersonal skills.
  • Contract management and exceptional supervisory and organizational skills.
  • Ability to communicate effectively with Department Heads, Elected Officials, Employees, Public, Vendors, and other stakeholders.

STARTING SALARY RANGE: $49.78 - $62.23 hourly based on qualifications

CLOSING DATE: Upon filling position
