This position covers the following counties: Nowata, Craig, Ottawa, Delaware, Mayes and Rogers.
Basic Purpose
Positions in this job family are involved in the inspection of fuel dispensers and underground fuel storage systems. This includes collecting samples and conducting field tests of petroleum fuel products, verifying required permits and enforcing the rules of the Corporation Commission relating to storage, dispensing and sale of petroleum fuels and related products.
Typical Functions
Performs tests and inspections of fuel dispensers to assure accurate measurement.
Performs field checks of motor fuels for octane rating and obtains fuel samples for laboratory analysis.
Inspects underground fuel storage tanks to ensure integrity, including adequate corrosion protection and compliance with upgrade requirements.
Verifies that all antifreeze offered for sale has been approved by the Corporation Commission.
Prepares periodic reports of station inspections; prepares complaint investigation reports and special reports.
Counsels station operators concerning interpretation of Corporation Commission rules and recommends plans to correct deficiencies.
Issues Notices of Violation and enforces Corporation Commission orders.
Serves as a liaison to multi-agency or government-industry environmental committees, speaking at civic and industry group meetings.
Level Descriptor
This is the entry-level of the job family where employees are assigned duties and responsibilities in a training capacity level and perform a wide range of fuel inspections and tests under the guidance and direction of higher-level inspectors. In this role they will travel to service stations and other outlets to perform tests and inspections of fuel dispensers, obtain fuel samples for analysis, and perform annual inspections of underground storage tanks. This includes responsibility for interpretation and enforcement of state and federal rules and laws.
Education and Experience
Education and Experience requirements for classification at this level consist of two years experience in petroleum inspection analysis, fuel storage system operation, underground or aboveground tank installation, maintenance, wholesale fuel marketing, removal or testing; or 12 hours from an accredited college or university in engineering, natural science, physical science, construction management or industrial safety.
Knowledge, Skills, and Abilities
Knowledge, Skills and Abilities required to perform work at this level include knowledge of state and federal rules governing fuel storage systems; of methods and procedures of investigative work; of inspection and calibration of fuel dispensers; of fuel storage tank systems; of petroleum fuel products sampling and testing methods and techniques; and of basic mathematics and mechanical principles. Ability is required to conduct investigations; to obtain and present evidence, both orally and in writing; to follow oral and written instruction; to analyze technical data regarding fuel storage systems; and to establish and maintain effective working relationships with others.
Special Requirements
Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Repetitive lifting of fuel calibration cans weighing approximately 40 pounds is required. Applicant may be required to reside within assigned work territory. Some positions may require applicants to have a Petroleum Storage Tank Installer/Remover License.
The Oklahoma Corporation Commission has determined that some positions in this job family are safety sensitive as defined by 63 O.S. § 427.8.
