Job Description
Position Summary
The Controller works under the supervision of the CFO and is responsible for ensuring EMSA's financial statements align with organizational goals by managing the general ledger, balance sheet reconciliations, payroll analytics, financial planning and budgeting processes, analyzing financial statements and reports to develop financial models, preparing projections, assist with the monthly close process, and performing research and analysis as required. Also, responsible for providing budget owners with financial guidance as needed regarding expense analysis. This position must display a high-level of critical thinking, maintain a high-level of professionalism, be highly efficient at time management, perform tasks with focus and attention to detail, identify and communicate issues in a timely manner.
Minimum Qualifications
- Bachelor's degree in accounting.
- CPA preferred.
- At least 5 years in a similar position.
- Must possess a valid driver's license.
- Must be 21 years of age or older.
Must be able to successfully pass a background check and drug screen to the satisfaction of the organization.
Essential Functions of the Position
- Understand and manage accounting and financial reporting policies in compliance with GAAP and GASB.
- Manage general ledger, including review and reconciliation of general ledger activity to ensure appropriate accounting.
- Manage reconciliation of the general ledger to other source systems.
- Ensure timely distribution of monthly financial statements to budget owners and assist with variance analysis.
- Assist CFO with monthly board reports and monthly financial statements.
- Review and approve invoices for payment.
- Approve new vendors and purchase requests.
- Analyze procurement activity.
- Manage budget and budget reporting.
- Coordinate and interface with municipal beneficiaries.
- Preparing financial reports for related entities.
- Monthly revenue analysis.
- Management of monthly close process.
- Compose reports, analysis, and presentations as requested.
- Exercise discretion and judgement when dealing with financial information.

Job Knowledge, Skills, and Abilities
- Ability to analyze financial data and make projections.
- Strong proficiency with Excel and other Microsoft Office related products.
- Excellent problem-solving, decision-making, collaboration, and adaptability skills required.
- Strong organizational and daily work priority skills with the ability to be flexible with shifting priorities and deadlines.
- Frequently use logic to analyze and problem solve difficult situations and communicate to express or exchange ideas using proper English grammar and spelling. Occasionally utilize complex math and reasoning skills for planning work, analysis, and budgets.
Supervisory Responsibilities
- This position does not have supervisory or management responsibilities of other employees.
Physical Demands
- This position requires a frequent amount of time at a stationary desk sitting for up to 8 hours daily with frequent repeating motions that may include wrists, hands, and fingers. Hearing and talking to interpret job functions are frequently required and frequent visual ability to judge distance and space and clarity up to 20 ft.
- There is minimal hand tool operation and minimal ascending or descending ladders, ramps, or stairs. Occasionally may need to lift pull or pull objects up to 20 lbs. in all directions with a maximum lifting of 20 lbs.
- There is occasional walking and standing but minimal kneeling, crouching, bending, twisting.
Work Environment
- The position works in a temperature-controlled environment.
- The noise level is frequently quiet with minimal exposure to moving mechanical parts/machines.
- This position is required to frequently meet deadlines, work with changing priorities, and assess the accuracy and completeness of work on a regular basis.
