The Safety and Security Leader is accountable for site safety, emergency response activities and planning, site security and staff, and assists site with regulatory interpretation to achieve compliance with local, state, federal, OSHA and corporate regulations.

Accountabilities of the job:

Safety:

  • Requires that the incumbent commit to learning, following, and practicing INEOS 20 Principles of Process & Behavioral Safety as applicable to the position.
  • Assure the safety of employees and contractors through compliance with the OSHA standards, ANSI standards, INEOS Acetyls policies and procedures, and other agencies' safety regulations, standards, and/or guidelines.
  • Develop programs to reduce work related illnesses and injuries and improve operations productivity contribute to the protection of employees.
  • Develop and, as necessary, revise policies and programs designed to assist in attaining a safe and secure environment for employees, visitors, and staff.
  • Plan and organize objectives and long-range safety and security programs and coordinate S&S efforts and activities.
  • Provide guidance for Safety Specialists within the Assets to ensure alignment on safety throughout the organization
  • Oversee all aspects of the Safety and Security department including organization, staffing, budget preparation and monitoring, training, emergency response, personnel, and other matters.
  • Assist in developing and implementing safety policies, procedures, and safety programs (e.g., PSM, LOTO, confined space, hot work, PPE, hazard communication).
  • Administers SHE programs to include but not limited to; Fire Extinguisher inspection/repair/ replacement, SCBA inspection and repair, fall protection inspection and other testing/monitoring as required.
  • Deliver safety training for employees, contractors, and new hires.
  • Champion and facilitate the site injury-reduction and safety-culture-improvement efforts, including proactive safety programs, employee engagement and risk awareness.
  • Serve as a plant resource for practices, programs, and analysis/resolution of issues in the fields of industrial safety and security which may include complex analysis or solutions.
  • Oversee contractor safety program and lead Contractor Safety Team
  • Lead and/or facilitate site safety committee
  • Maintain and manage the effectiveness of site policies and life critical processes such as lockout/tagout, confined space entry, hot work, fall protection, etc.
  • Develop and maintain site safety procedures.
  • Develop and deliver safety and security training to site personnel, as needed.
  • Participate in project reviews and provide field safety consultation, as needed.
  • Oversee Industrial Hygiene programs and compliance with contract support

Security:

  • Serve as Facility Security Officer (FSO), assure compliance with MTSA (Marine Transportation Safety Act) regulations, and maintain the site TWIC program.
  • Provides strategies and solutions to address potential risk exposures.
  • Manages security systems vendor selections and relationships, performance, and escalation protocols.
  • Interface with community and government agencies on Emergency Response and Security related issues, including serving as the site contact with the US Coast Guard, Texas City Police, and other law enforcement agencies.
  • Serve as a FSO per regulation to secure the entire property, including preventing and controlling trespassing, handling nuisance animal control, and ensuring fencing integrity.
  • Conduct security audits and inspections; site facility security assessments; and development/maintenance of facility security plan.
  • Maintain effective relationships and represent the site as needed to community officials, regulatory agencies and industrial committees, including Port of Texas City Security Council, US Coast Guard, OSHA, Texas City Police and Fire Departments, and Texas City Emergency Management.
  • Responsible for site security contractor management.
  • Develop and submit routine reports to local and corporate management regarding activities and statistics related to safety, emergency response and security.

Required profile:

Level of Education & Knowledge:

  • BS degree required. (Preferred discipline Occupational Safety and Health or related 4-year technical degree)
  • Minimum 5 years' experience required in chemical or industrial manufacturing safety, or related chemical plant experience
  • Certified Safety Professional is preferred
  • Security experience preferred

Experience & Technical Skills:

  • Strong knowledge of OSHA regulations; familiarity with PSM desired
  • Working knowledge of Industrial Hygiene practices and application
  • Strong communications skills, both written and verbal
  • Ability to interpret regulations, technical documents and Safety Data Sheets
  • Ability to establish programs
  • Field audit experience
  • Proficiency in Microsoft Office, experience with EHS management system software
