Wage range is $121,563.96 to $173,023.42 , DOQE, with an excellent benefits package, including a $500 monthly car allowance, 30 Paid Time Off days with annual conversion options, Short-term and Long-term Disability, and no premium payment contributions for medical, dental, and vision insurance coverage for the employee, spouse, or dependents.

EMPLOYMENT RELATIONSHIP: At-Will
GENERAL SUMMARY
Under the direction of the County Executive, serves as the chief financial officer for all aspects of Macomb County's financial operations. This includes strategic financial planning, budget development, financial reporting, and ensuring compliance with federal, state, and local regulations. Provides fiscal advice to the County Executive and ensures the financial stability of the County through sound financial management practices. Oversees and manages the finance department operations and activities, as well as oversight responsibility for Purchasing and Equalization.
ESSENTIAL DUTIES & RESPONSIBILITIES
Strategic Financial Leadership:
Operates as Macomb County's chief financial officer developing and executing long-term financial strategies to ensure the County's fiscal health.
Advises the Macomb County Executive on fiscal policy and economic forecasting.
Budgeting and Financial Oversight:
Serves as the chief financial officer while directing the preparation of the County's annual budget.
Monitors expenditures, revenues, and allocations throughout the fiscal year to ensure the efficient use of County resources.
Works with multiple departments with budget planning and grant management.
Debt Management and Capital Improvement:
Oversees bond issuance and manages relationships with credit rating agencies to ensure favorable bond ratings.
Oversees the County's Capital Plan.
Audit and Compliance:
Ensures compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
Leads the County's annual audit process, including the single audit, and provides accurate financial reports.
Advises the County Executive Office and Macomb County Board of Commissioners of the annual audit report and any findings.
Risk Management and Policy Development:
Develops and implements policies to mitigate financial risks and ensures compliance with all regulations.
Leadership and Collaboration:
Leads and supervises the Finance Department, ensuring collaboration across departments to optimize financial operations.
Represents the County as chief financial officer at public meetings and ensures accurate financial reporting to internal and external stakeholders.
Serves on various professional committees and boards.
Operates an automobile to perform assigned job functions.
Performs other duties as required by the County Executive.
Performs related work as required.
QUALIFICATIONS
Required Education and Experience
Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or a related field
Eight (8) years of progressively responsible experience in financial management, accounting, and budgets, preferably in a public sector environment
Two (2) years of experience as a supervisor of professional staff
Preferred Education and Experience
Master's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, or related field
Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Government Finance Officer (CGFO)
Required Licenses or Certifications
- Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
