SUMMARY

This position prepares estimates for work based on permit applications, performs plan reviews, and maintains records for proposed Charlotte Water, backflow prevention assembly installations. Work involves reviewing commercial site utility and/or plumbing plans for existing and proposed backflow prevention assemblies and their locations, reviewing NCDOT encroachment exhibits; reviewing private water distribution connection plans; reviewing easement agreements; ascertaining changes that need to be made, researching information; and assisting customers.

SALARY - $28.86/hr. - $32.06/hr. commensurate with experience

ESSENTIAL JOB FUNCTIONS:        

  • Conducts plan reviews of commercial and muti-family residential utility site and plumbing plans associated with Mecklenburg County building permitting process.
  • Ensures site plans and connection to the Charlotte Water distribution system maintain compliance with state and Charlotte Water standards.
  • Reviews additional documentation associated with building permits that may include NCDOT encroachments, easements and private water plans delegated to Charlotte Water from NCDEQ.
  • Makes site visits for evaluation of service placements; provides on-site assistance.
  • Conducts information research as needed.
  • Maintains and keeps detailed records of individual projects, site plans, and plan review comments.  
  • Work performed is technical and detail oriented, requiring application of engineering principles.  Work requires exercise of independent judgment, initiative and extensive public contact.
  • Makes decisions or judgments on the interpretation of Charlotte City Codes, approves or disapproves construction documents (plans, specifications, calculations) and communicates results to design professionals orally and/or in writing.
  • Provides customer assistance and information to contractors, engineers, developers, etc. via in-person contact, email, and telephone calls.
  • Coordinates communication among numerous agencies, engineers, contractors, and developers.
  • Attends department meetings and required training.
  • Performs other related job duties as assigned.

PREFERRED REQUIRMENTS:

  • Bachelor’s degree in engineering or a related field.
  • Three (3) years of related plan review experience.
  • Must Acquire NC DEQ Cross Connection Control certification within one year from date of hire.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High School diploma or equivalent and 5 year(s) of relevant experience
  • OR 2 Year College degree in engineering studies or directly related field and 3 year(s) of relevant experience
  • OR Bachelor’s degree in engineering or a related field.
  • One (1) years of related plan review experience.
  • Must Acquire NC DEQ Cross Connection Control certification within one year from date of hire.

Knowledge, Skills and Abilities:

  • Knowledge of Microsoft Office products, such as Excel, Word, etc.
  • Knowledge of GIS, Polaris, Accela, Bluebeam, as well as Adobe Acrobat Professional software.
  • Knowledge of state and local utility code along with commercial and residential permitting.
  • Skill in communicating, both verbally and in writing.
  • Skill in conducting research.
  • Skill in negotiating toward design solutions.
  • Ability to learn project management software such as CityWorks, etc.

PHYSICAL DEMANDS:

The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: manual dexterity, distinguishing among sounds, mental acuity, repetitive motion, speaking, talking, and visual acuity in data/color/observations.

WORK ENVIRONMENT:     

Work is performed dealing with crisis situations that require making decisions involving people, resources, and property. Requires working in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
