Job Description

MELE Associates is seeking a Special Security Officer. The Special Security Officer is responsible for interpreting, disseminating, and implementing SCI program security requirements. This includes personnel, physical, information, technical, information system (in coordination with the ISSM) and communications security (COMSEC).

ESSENTIAL FUNCTIONS

  • Maintain applicable SCI directives, regulations, manuals, and guidelines to adequately execute SSO duties and responsibilities.

  • Ensure SCI is properly controlled, disseminated, transmitted, packaged, safeguarded, destroyed, and when appropriate, brought into accountability. Ensure the dissemination of SCI is only to authorized personnel.

  • Ensure SCI security procedures and reporting requirements are followed.

  • Ensure SCI security infractions and violations are investigated, analyzed, and reported to the CSA or designee, and corrective actions are taken.

  • Report unauthorized disclosures of SCI to the CSA or designee.

  • Collaborate with the ISSM, ISSOs, SCIOs, and others to ensure security of SCI, SCIFs, and the ISs housed therein.

  • Serve as the official channel for certifying and receiving SCI visitor clearances and accesses.

  • Maintain security databases that accurately reflect all personnel under their cognizance.

  • Conduct or otherwise manage SCI personnel, information, physical, and technical security (e.g., Telecommunications Electronics Materials Protected from Emanating Spurious Transmissions (TEMPEST) and technical equipment inspections, actions, and procedures.

  • Conduct all aspects of the SCI Personnel Security Program including but not limited to:

  • Nomination interviews

  • Validation of SCI access requirements

  • SCI security briefings and debriefings and maintenance of records on all SCI-indoctrinated personnel, to include:

  • Requests for SCI access

  • Requests for Single Scope Background Investigations (SSBIs) in compliance with ICD 704, Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information and Other Controlled Access Program Information

  • Approvals for authorization to brief for SCI

  • Copies of all correspondence relating to SCI-indoctrinated personnel

  • Maintain records pertaining to security education and awareness training provided to SCI-indoctrinated personnel in the SCIFs.

  • Maintain security documentation pertaining to security incidents for 2 years after the responsible individual terminates from SCI access and signed Nondisclosure Agreements (NDAs). Perform other related personnel security actions, as required.

  • Conduct annual SCI access and IC badge revalidations, such as green badges.

  • Conduct annual self-inspections to ensure the continued security of SCIF operations, identify deficiencies, document corrective actions, and track deficiencies and findings to completion.

  • Manage and provide support to SAPs and Controlled Access Programs (CAPs) based on approved co-utilization agreements.

  • Conduct, monitor, and document SCIF construction and accreditation activities.

  • Maintain appropriate accreditation documentation for each SCIF, communications system(s), and IS(s).

  • Complete the required DOE-IN self-inspection forms to comply with the requirements of ICD 705, Sensitive Compartmented Information Facilities. A copy of the yearly self-inspection final report, along with a mitigation plan if applicable, is provided to DOE-IN and is stored in IN Services

  • Coordinate and review SCIF construction process.

MINIMUM QUALIFICATIONS

  • This position requires an active Q/SCI- TS/SCI
  • Knowledgeable of DOE/NNSA Security policies and procedures, and site functions and operations
  • 6+ years direct experience
  • Bachelors Degree

LOCATION: This is an onsite position in Albuquerque, NM.

SALARY: Salaries are determined based on several factors including external market data, internal equity, and the candidate's related knowledge, skills, and abilities for the position.
