This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire

SUMMARY

This position will oversee the entire training (administrative) function for the Engineering department. It will manage staff who themselves are responsible for coordinating and scheduling all training activities for management and craft level employees within the Engineering Department. It will ultimately be responsible for training compliance and record keeping and for ensuring that the department is in compliance with corporate, state, and federal regulations (including FRA), and state-related training (i.e., GOER). The position will focus on higher-level considerations such as strategy for providing federal-, state-, and company-required training in an effective and productive way while maximizing the department's availability and making best use of its resources. It will be responsible for the oversight of all existing processes in effect for the communication and coordination of training classes and will be expected to improve the area's efficiency through the streamlining of current processes and initiation and implementation of new processes when appropriate. The position will be an integral part of the department's team and will be an advocate and conduit for the priority of a well-trained workforce.

RESPONSIBILITIES

Responsibilities may include but are not limited to:

  • Confer with department head and designees, as well as Corporate Safety, Training, and other applicable departments, regarding required training for current and outlying years based on departmental needs and regulatory/MTA requirements. Determine class frequency, volume, and population of required participants. Engage in strategic discussion and decision-making regarding logistics of training.
  • Review and assess area's processes and effectiveness, as well as subordinates' accuracy and efficiency. Ensure that subordinates are performing the functions for which they are responsible in a timely manner with minimal error and maximum effectiveness with regard to communication and follow-up. Direct/redirect employees as appropriate.
  • Develop and implement tracking procedures for training information; gather, analyze, format, and present statistical data regarding training. Develop standardized procedure (or review current procedures for improvements) with regard to communicating training requirements, schedules, and issues.
  • Act as department contact for all audits and inquiries regarding training and related areas. Act as liaison for federal agencies, MTA, and other parties requiring information regarding training. Represent Engineering and advocate for the department's needs and requirements in LIRR and MTA meetings.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals.
  • Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Perform other assignments as requested by Senior Management.

QUALIFICATIONS

A)

  • Bachelor's degree in in Business Administration or related business/financial field. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • Must possess eight (8) years of related, progressively responsible administrative experience, preferably in an operations environment.
  • Knowledge of required federally regulated training and requirements for LIRR Engineering positions.
  • Knowledge of MTA/LIRR training requirements for LIRR Engineering positions.
  • Knowledge of LIRR and Engineering department structure, processes, policies, and practices.
  • Supervisory experience or prior experience managing a staff.
  • Experience in organizational development and staffing selection.
  • Strong computer skills, with working knowledge of various software packages (ex., Excel, Word).
  • Strong analytical and problem-solving skills with demonstrated ability to identify problems and make sound, appropriate recommendations for solutions.
  • Strong and effective communication and interpersonal skills.
  • Ability to develop and implement administrative procedures and processes.
  • Ability to effectively coordinate with all disciplines involved in the day-to-day operations, as well as employees of all levels of the organization.
  • Ability to perform multiple tasks simultaneously and establish priorities to meet deadlines.
  • Strong work ethic, demonstrated professionalism, and a high degree of integrity.
  • Self-motivated with the ability to motivate and influence others in a positive and productive manner to meet departmental/corporate goals.
  • Must be available consistent with 24-hour, 7-day operational organization. Progressively responsible directly related to recent experience (8 years).

B)

  • Master's degree in Business or related field.
