Job Summary:
Provides design and support for City transportation, stormwater and sanitary sewer utility engineering projects and work programs. Assignments are performed independently requiring skill and accuracy in civil engineering technology. Position reports to a Program or Senior Engineer.
Job Description
Starting Salary for Engineer I $64,313.60
Starting Salary for Engineer II $69,118.40

Applies basic engineering principles and techniques following established guidelines, policies, and procedures in performing project design and engineering support services
Conducts field investigations and develops reports of findings to analyze and document existing conditions for project planning and development
Reviews and critiques assigned portions of commercial site plans for compliance with engineering standards and codes
Performs design, mapping and plans production using basic Computer-Aided Design and Drafting (CADD) tools, spreadsheet programs and hand calculations
Develops supporting exhibits, evaluations, and calculations for project related regulatory permits
Accounts for and reports on time spent, status and progress of assigned work tasks
Permitting & Regulatory Compliance
Reviews:
commercial and residential development to ensure adherence to applicable engineering standards
stormwater calculations and construction plans to determine compliance with comprehensive development codes
and evaluates data from surveys, plats, maps, deeds, legal descriptions and other similar land records
and coordinates plat application, approval and recording process
stormwater, wastewater and right-of-way permits for compliance with engineering standards and specifications
Produces maps required for public meetings, workshops and various project exhibitions
Coordinates with inspectors, contractors and Building Division staff throughout construction permitting process
Interacts with the public in regard to engineering issues and represents the City at public meetings and workshops
Planning & Design
Performs and supports in-house design related to the City's stormwater, sanitary, transportation and traffic projects and service requests within the public right-of-way
Coordinates with internal staff and other agencies throughout the planning and design process
Interacts with the public in regard to engineering issues and represents the City at public meetings and workshops
Team Skills
Supports honest and transparent decision-making

MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's Degree in Engineering (Planning & Design requires a Bachelor's degree in Civil Engineering)
Ability to obtain valid State of Florida Engineering In Training (EIT) Certificate within two (2) years of employment
Valid Driver's License
Knowledge, Skills, and Abilities:
Knowledge of civil engineering practices and procedures including surveying, construction, infrastructure design and drafting techniques
Ability to operate the following office software: engineering design and modeling programs, Computer-Aided Design and Drafting (CADD) tools, spreadsheets, and word processing programs
Ability to communicate clearly and concisely orally and in writing
Ability to apply engineering knowledge to specific technical and infrastructure problems

Performs all essential duties and responsibilities of the Engineer I position
Provides complete project evaluation, design, construction and procurement work products:
perform design and plans production using advanced Computer-Aided Design and Drafting (CADD) tools and one or more advanced modeling tools
produce complete engineering reports and applications for permits
generate detailed project cost estimates
develop complete contract documents and technical specifications
Assists and provide support for assigned project management duties:
develops project management plan documents
assist with updating project budgets and expenditures
develop scope of services requests for vendor and consulting services
processing and evaluation of service requests / work orders for assigned departments
public outreach and coordination with stakeholders
Asset Portfolio development and management
Generates meeting minutes for critical project meetings capturing key discussion points, resulting decisions and action items
Reviews shop drawings for conformance with plans and specifications; reviews constructions project progress to develop construction punch lists
Identifies conflict utilities and prepares request for utility mark-ups
Conducts advanced field investigations to evaluate existing conditions using engineering methods such as seasonal high water level, traffic analysis, etc.

MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's Degree in Civil Engineering or closely related engineering field and two (2) years directly related engineering experience (or one year of City of Largo engineering experience)
Valid State of Florida Engineering Intern (EI) Certification
Valid Driver's License
Knowledge, Skills, and Abilities:
Knowledge of:
ADA requirements, stormwater, roadway or traffic design preferred
Engineering Design and Modeling software and CADD, with experience in Microstation Open Roads and ICPR preferred
Intermediate knowledge of municipal engineering practices and procedures including surveying, construction, infrastructure design and drafting techniques
Ability to:
apply engineering knowledge to specific technical and infrastructure problems and to develop working contract plans and specifications
work as effective member of project team, including ability to communicate clearly and concisely orally and in writing
EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 85% inside a climate controlled building; 15% outside which includes driving.
Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, repetitive motion, and lifting/carrying objects weighing up to 15 pounds; occasional bending/stooping, grasping, reaching, and lifting/carrying objects weighing up to 44 pounds. On rare occasions work requires climbing, crawling, kneeling, pulling, pushing, and lifting/carrying objects weighing more than 45 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read plans and computer monitor screens, operate a vehicle, and read normal and/or fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including engineering and design and modeling programs, CADD tools, word, spreadsheet and/or database applications, internet applications, and database management.
