General Description
The purpose of this position is to assist the Treasurer with the daily operations of the treasurer’s office, investment of funds and management of the daily fund balances.
This position works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Supervises, directs, and evaluates assigned staff, processes employee concerns and problems, directs work, and counsels staff as needed.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Maintains good communication with other departments when working on joint projects ensuring smooth delivery of desired results.
- Manages activities related to the management of cash, capital structure, and the maintenance of banking relationships.
- Executes domestic exchange and wire transfer transactions, procurement, custody, and investment of cash, capital and other financial assets.
- Recommends strategy for execution and management of debt structure; ensures proper servicing of organization's debt, compliance with debt covenants, and various compliance mailings.
- Tracks all receipts and disbursements.
- Prepares quarterly reports for state and federal reimbursements for services provided. Maintains requirements for on-line accessibility to government invoicing platforms, along with other collections platforms.
- Facilitates EFT's for authorized vendors in the payables system and receivables to the bank and investment pool.
- Verifies wire-in payments, ensures payment accuracy from different agencies and prepares monthly reports of reconciled accounts for other departments, along with tracking receipt errors.
- Reconciles bank statements and investment accounts.
- Performs related work as required.
- Minimum Education and Experience Requirements:
Degree in accounting, records management, public administration, finance, or a closely related field preferred. Relevant work experience in the same, or related field may be considered in place of degree. Must be detail oriented with exceptional history of accuracy in accounting functions. The preferred candidate will be expected to maintain effective time management of projects. Strict confidentiality is required.
- Physical Demands:
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

- Must possess and maintain a valid state driver’s license with an acceptable driving history.
