Job Summary:
The City of Baltimore's Department of Finance is seeking an Agency IT Specialist IV that will collaborate with multiple agencies/departments eliciting, documenting, and prioritizing business requirements and translating them into functional specifications. This position will also facilitate workshops, interviews, and other methods with subject matter experts gathering input and gaining consensus on project requirements. This will be a lead position that will oversee the installation, configuration, and maintenance of IT systems, including servers, networks, and cloud infrastructure, ensuring optimal performance and uptime. This position will report directly to the Finance Project Manager for the Department of Finance.
MINIMUM QUALIFICATIONS
Education: A Bachelor of Science degree in Information Technology, Computer Science, or Computer Engineering or related discipline from an accredited college or university
AND
Experience: Have (4) Four years of application programming, systems design, hierarchical/relational database management and/or GIS experience. Excellent verbal and written communication skills.
Previous IT work lead experience is preferred.
Previous IT experience in government is preferred.

KNOWLEDGES, SKILLS, AND ABILITIES
- Knowledge of and experience with leading requirements gathering processes.
- Knowledge of report writing fundamentals including design, develop, and test financial Workday reports and dashboards supporting business decision-making and operations.
- Ability to work closely with stakeholders; including, agency users, information technology security and integration teams to high-quality, scalable, and maintainable Workday reporting solutions that meet stakeholder needs.
- Knowledge of ticket management systems, with experience managing ticket process in JIRA (SolarWinds / Charm). Experience preparing and presenting detailed documentation to the Change Control Board to acquire approval for moving reports into the production environment.
- Experience managing software release updates; including coordinating with stakeholders, developing and conducting testing on release modifications.

Background Check

Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
