POSITION OVERVIEW

Provides leadership, support, and oversight to subordinates in day-to-day operations of the Baltimore Police Department's Forensic Science Drug Analysis and Biology Laboratories ensuring compliance with goals, mission and vision of the Division.

ESSENTIAL FUNCTIONS Oversees and manages subordinate Units to include the Drug Analysis and Forensic Biology Units. Ensures compliance with federal, state, and local regulations, international accreditation (ISO/IEC 17025) and licensure requirements in these areas. Evaluates policies and procedures, recommends and implements improvements in operations, based on best practices in the field in each discipline overseen. Oversees implementation of newly validated scientific methods, instruments, and protocols. Suggests improvements to operations for efficiency, customer requests and backlog reduction in each discipline. Provides technical guidance for case working projects both in-house and with external partners, negotiates and monitors these projects, provides external partners with data as project progresses. Oversees subordinate unit supervisors, manages their performance and conformity to division polices, mentors and motivates these subordinates to higher levels of achievement, advises and directs their activities as it pertains to their own subordinates.

Recommends and participates in grant process to include procurement, project scope design and implementation and data collection. Collaborates with superiors, and advises, to ensure applicable units are performing at optimal levels to include employee performance monitoring, corrective action and design of performance plans for both the individual and the units.

MINIMUM QUALIFICATIONS

EDUCATION: Have a master's degree in forensic science, Biology, Chemistry, Physics, Criminalistics, or Natural Science.

AND

EXPERIENCE: Have seven years of experience as a forensic analyst/scientist or criminalist, including at least three years supervisory laboratory management experience preferably in a law enforcement agency.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Thorough knowledge of the disciplines of forensic science to include Biology and Chemistry.

  • Ability to plan, organize, and direct and the work of employees.

  • Ability to analyze situations and adopt effective courses of action.

  • Ability to express ideas clearly and concisely orally and in writing. Knowledge of police investigative practices and procedures.

  • Ability to provide leadership and maintain harmonious, professional relationships with law enforcement agencies at the federal, state and local levels as well as district attorneys and the courts.
