SUMMARY

This position assists the Security Operations Manager in managing the personnel and programs of the Security Operations Division to comply with 49 CFR Part 1542, “Airport Security,” regulated by the Transportation Security Administration (TSA) and other federal, state, and local regulations required to operate Charlotte Douglas International Airport. He/she manages the daily operations of the Security Operations Division through direct supervision and subordinate supervisors. He/she supervises and directs the work of the Security Operations Supervisors, Security Operations Coordinators, Security Operations Agents, as well as the contract for Security Services. He/she serves as the in-charge person in the absence of the Security Operations Manager. This position ensures compliance with 49 CFR Part 1542 and acts as the Alternate Airport Security Coordinator. He/she occupies a significant role in the organization ensuring the security of persons and property at the Airport. Serves as a management representative for the City of Charlotte Aviation Department and manages response and resources during emergency conditions and irregular operations. He/she reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Requires effective skills to lead and motivate a diverse staff, exercises considerable independent judgement and initiative, and maintains effective working relationships with stakeholders and the public.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • 1.    
  • Assists in the management of personnel and programs required to operate a Category X commercial airport in compliance with the Transportation Security Administration (TSA) and other federal, state, and city regulations. 
  • 2.    
  • Oversees the development and implementation of, and compliance with, standard operating procedures. Ensures all Security Operations Standard Operating Procedures (SOPs) meet the requirements of 14 CFR Part 139 and 49 CFR Part 1542. 
  • 3.    
  • Assists in administering the Airport Security Program and ensures its compliance with TSA regulations and security directives. 
  • 4.    
  • Serves as an Alternate Airport Security Coordinator and alternate point of contact for security-related activities and communications with TSA, CMPD, Customs and Border Protection, Federal Air Marshal Service, Secret Service, FBI, and other law enforcement agencies. Maintains all records, reports, and logs, ensuring regulatory compliance and SOP protocols, as required. 
  • 5.    
  • Must be available for 24/7 response and call-back during rotating on-call ASC schedules.
  • 6.    
  • Formulate comprehensive and concise instructions/procedures in both oral and written form. 
  • 7.    
  • Create and update policies and procedures and make recommendations for improvements in security, safety, and efficiency. 
  • 8.    
  • Ensure enforcement of airport rules and regulations that govern the security of the Airport.
  • 9.    
  • Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Takes charge until relieved by a higher authority. 
  • 10.    
  • Coordinates and assists the Security Operations response efforts in emergency operations. Serve as Branch Manager for incident command, as needed. Serves as Section Chief in the AEOC in the absence of the Security Operations Manager. Ensures that response follows Airport Emergency Plan (AEP) and standard operating procedures and follows the National Incident Command Systems (NIMS) protocols. 
  • 11.    
  • Conducts required emergency response training and exercises related to Airport Security. Participates in required emergency response training and exercises related to Airport operations, emergencies, and security. 
  • 12.    
  • Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. 
  • 13.    
  • Assists Security Operations Manager with 24/7/365 administrative responsibilities and follows the directives of the Security Operations Manager. Serves as the in-charge manager in the absence of the Security Operations Manager. 
  • 14.    
  • Administers the Security Services contract to include scope adjustments, invoice processing, contract dispute resolution, contractor auditing, recommendations for severing or extending contract relationship and other tasks associated with the program. Assists in the RFP development and PPR processes for service contracts. 
  • 15.    
  • Collaborate with all Aviation Departments (Airport Operations, Administration, Planning, Engineering, Facilities, etc.) to ensure the continuity of airport operations and federal compliance. Participates in planning activities, development, design review, construction, and ensure transition from construction to operation and maintenance. Ensures all Planning, Engineering, and Facilities activities are in compliance with 49 CFR Part1542, identify hazards and security issues, and implement mitigation strategies. 
  • 16.    
  • Coordinate with Facilities for work orders, system and facility maintenance, and complete inspections of work to ensure compliance and address safety hazards.
  • 17.    
  • Coordinates with airport tenants and stakeholders for security-related activities and impacts to operations. Works closely with multiple internal and external customers to develop plans of action and responses to various issues including but not limited to, security, dispatch, access control, construction, airport capacity and response, and rule enforcement. Maintains effective working relationships with stakeholders and passengers. Assesses current and prospective security-related equipment, technology, and procedures to improve the Airport’s overall security posture and implements the changes. 
  • 18.    
  • Assists in development and management of section budget, resource requirements, and purchasing.
  • 19.    
  • Assists in leveraging contract service providers to support operational goals, maintain desired service levels, and takes action, when needed. 
  • 20.    
  • Assist in the development and oversee the enforcement of the programs for the CLT Security Standards, ensuring compliance with all TSA regulations, review and update on an annual basis, or as necessary for security directives.
  • 21.    
  • Manage the Security Notice of Violation (SNOV) citation program and serve at the appeal level for SNOVs. Serve as a member of the Permanent Badge Revocation Review Board.
  • 22.    
  • Oversee the training program for Security Operations and other approved personnel that conduct activities related to the Airport Security Program.  Ensure training is conducted, and training records are maintained in accordance with applicable federal, state, and local laws, rules, regulations, policies, and procedures. 
  • 23.    
  • Assists with the Security Awareness Program and assist in hosting the Security Cabinet, Security Consortium, and the Security Roadshow. 
  • 24.    
  • Develops, implements, and manages the Aviation Worker Inspection/Screening Program. Maintains all records, reports, and logs, as required.
  • 25.    
  • Develops, implements, and manages the Aviation Insider Threat Program. Maintains all records, reports, and logs, as required.
  • 26.    
  • Record and analyze performance metrics to monitor the success of the Security Operations Division. Development Key Performance Indicators to measure the effectiveness and efficiency of Division programs, policies, and procedures. Utilize metrics for resource allocation and budgetary development.
  • 27.    
  • Develop procedures and mechanisms for reporting and recording security incidents.
  • 28.    
  • Analyze an airport emergency plan and develop security response actions necessary in security emergencies involving aircraft, terminal buildings and airport facilities.
  • 29.    
  • Implement a training program for airport security and non-security staff.
  • 30.    
  • Implement a risk and vulnerability assessment and review processes to prioritize and manage risks.
  • 31.    
  • Implement a robust quality control program and a process of continuous improvement
  • 32.

    SUPERVISORY RESPONSIBILITIES:

  • 1.    
  • Supervise, direct, and participate in the work of Security Operations personnel including Security Operations Supervisors, Security Operations Coordinators, and Security Operations Agents, including organizing shift resources, assigning tasks, training, scheduling, conducting performance reviews, and relaying and following complex oral and written instructions.
  • 2.    
  • Ensure all personnel have proper training and tools to perform their duties efficiently and effectively. 
  • 3.    
  • Deliver employee performance reviews by established dates. 
  • 4.    
  • Oversees recruitment, hiring, on-boarding, coaching, counseling, disciplinary, and termination processes of personnel. Activities include coordination with Aviation Department Human Resources to post vacant positions, review applications and written assessments/questionnaires, conduct interviews, and select qualified candidates.
  • 5.    
  • Oversees the professional development of staff to support their overall engagement, development, and goal achievement. 
  • 6.    
  • Review and edit submissions of subordinates.
  • 7.    
  • Oversee the training progress. 
  • 8.    
  • Liaise with Aviation and City human resource departments to ensure compliance with federal, state, and local labor laws, rules, and regulations. 
  • 9.    
  • Monitor and manage the use of overtime to supplement available human resources. 
  • 10.    
  • Monitor the morale of subordinate personnel. 
  • 11.    
  • Assist the Security Operations Manager with administrative responsibilities. 

    MINIMUM QUALIFICATIONS:

  •     High school diploma or equivalent and 9 years of relevant experience

    OR

    Associates degree and 7 years of relevant experience

    OR

  •     Bachelor’s degree and 5 years of relevant experience

    OR

    Master's degree and 3 years of relevant experience

    PREFERRED QUALIFICATIONS:

     Bachelor’s degree and five years of experience, or an associate’s degree plus seven years of experience 

    Major course work in aviation, business, public administration, criminal justice, or related field.  
  •     Experience must include airport operations, airport management, airport security or law enforcement, and must include a minimum of three years of direct supervisory experience. AAAE C.M., A.C.E.-Security, A.A.E., CPP, or PSP preferred. 

    LICENCES AND CERTIFICTIONS:

  •     North Carolina driver’s license (or valid driver’s license in another United States territory with the ability to obtain a North Carolina driver’s license as required by City of Charlotte policy).Airport Security Coordinator (ASC) certification required (must be obtained within 60 days of employment).
  •     American Association of Airport Executive (A.A.A.E.) Certified Member (CM), and Airport Certified Employee (ACE) Operations or Security, or Accredited Airport Executive (AAE) certifications preferred. National Incident Management System (NIMS) ICS-100, ICS-200, ICS-700, ICS-800 (or obtain within 60 days of hire). 

    Airport Council International Airport Security Program training preferred. 

    COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES: 

    Knowledge of:

  •     Comprehensive knowledge of 49 CFR Part 1542, Airport Security Program, CLT Security Standards, Security Operations Standard Operating Procedures, TSA issued security directives, national amendments, and information circulars related to airport security, or the ability to obtain such knowledge within 60 days of hire.Considerable knowledge of airport security requirements, airport operations, hazards, and safety precautions. 
  •     Knowledge of other applicable federal regulations including 14 CFR Part 139 and NIMS/ICS.Knowledge of aviation radio procedures/phraseology and ability to navigate on airport non-movement areas and movement areas or can obtain such knowledge within 30 days of hire. 
  •     Knowledge of Microsoft applications (Word, Outlook, Excel, PowerPoint, Teams, SharePoint, One Drive, etc.), WorkDay, E-Builder, and other computer-based applications or the ability to obtain such knowledge within 30 days.Knowledge of contract management, including drafting requests for proposals, negotiating contract terms, and ensuring contract compliance. 
  •     Knowledge of complex budget processes, financial principals, and accounting. Knowledge of complex procurement processes. Skill in:

  •     Ability to manage response to acts of unlawful interference with airport security. Ability to develop systems to measure results and implement a quality management system. 
  •     Ability to conduct risk and vulnerability assessments related to airport security. Ability to conduct intelligence gathering and maintain relationships with federal, state, and local law enforcement and other agencies that provide intelligence. 
  •     Ability to conduct public presentations. Ability to respond calmly and effectively in emergencies, and effectively manage sensitive and tense situations.
  •     Ability to demonstrate initiative, creativity and innovative thinking in a rapidly changing work environment.  
  •     Ability to work in an airport environment which includes the non-movement of the airfield.Must demonstrate strong situational awareness and be able to work in a fast-paced airport operating environment.    
  •     Ability to recognize potential threats and respond quickly and calmly under emergency situations.Ability to act without direct supervision using independent judgment and discretion in emergency situations in accordance with departmental policies, procedures, rules, regulations, laws, and ordinances.
  •     Ability to deal courteously and firmly with the traveling public, airport employees/workers, airport stakeholders and those seeking access to restricted areas.Ability to work independently or as part of a team.

  • This includes the ability to utilize standard desktop/laptop computers, mobile devices and common software functions. 
  •     Proficiency with Outlook and Word at time of hire, and the ability to learn other software, as the need arises.Ability to operate complex technology systems used to inspect/screen persons, property, and vehicles. 
  •     Ability to evaluate and recognize changing threats and requirements and adjust limited resources as necessary while responding to situations in a calm and efficient manner.

  •     Must be able to perform inspections on foot and in a vehicle.This position involves the following work: 50% walking and/or standing, 20% driving, 10% of job is sitting, 2% bending, 1% reaching and 2% kneeling or squatting.
  •     Must be able to walk up to three mile and drive up to 25 miles.  
  • Lift up to 25 lbs. for short distances (i.e. - 2 feet), push 35 lbs. 20 feet, and carry 5 lbs. for 100 yards.

    GENERAL INFORMATION:

  •     Must be able to supervise and participate in the work of Security Operations Agents, Security Operations Coordinators, and Security Operations Supervisors which may include working outside in the elements or inside of the secured areas within the terminal.Some job functions may be done through telework; however primary job functions require in-person/on-site work.
  •     May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces, and excessive noise.Must be able to operate various features of the terminal facility, including elevators, escalators, lighting, automatic doors, CCTV, access control, identity verification equipment, and security gates.
  •     Work involves extensive public contact.Works both inside and outside with exposure to inclement weather.
  •     Must be able to work all hours including weekends and holidays, and report back to work during emergencies.  
  •     This is an essential position and is subject to mandatory holdover and call-back during emergencies and irregular operations. Valid driver’s license required and the ability to qualify for and maintain a City driving permit.
