Job Description

This position is located within the Legal Division in Oklahoma City, Oklahoma.

This position is statewide with preference given to the following 7 counties: Canadian, Cleveland, Kingfisher, Lincoln, Logan, McClain, and Oklahoma.

This position consists of statewide travel.

Basic Purpose

Positions in this job family are assigned responsibilities involving professional level work in managing, coordinating or directing a major phase of a comprehensive or specialized operating program, providing staff services in various management areas, direction of a major operating division, program, unit, or functional area, or similar responsibilities. This may include program responsibilities, coordination, promotion, and improvement of programs, providing services in the areas of formulating agency policies or operating procedures, preparing agency budgets, fiscal management, human resources administration, physical plant operations, or other management functions, supervising specialized agency services, performing highly technical managerial duties, or other comparable managerial responsibilities. Positions in this job family differ from the Programs Manager job family as they do not supervise staff.

Major Work Duties

  • Provides direct assistance services to persons who have suffered direct or threatened physical, emotional, psychological, or pecuniary harm as a result of sexual abuse, violent crime and severe trauma.

  • Contacts victims, conducts needs assessment and develops an action plan for immediate and on-going services as indicated by the need assessment.

  • Provides crisis intervention services, which are directed toward de-escalating a situation, establishes physical and emotional safety, and provides concrete/basic needs services, emergency needs and reinforcing the victim's ability to make choices regarding possible courses of action.

  • Maintains involvement either through outreach or membership on multidisciplinary teams, with local agencies that provide services to state and federal crime victims.

  • Develops, coordinates and implements trainings and presentations related to victim concerns and coordination with other state, federal and local law enforcement agencies, health, social services, schools, nurses and advocacy organizations.

Typical Functions

  • Plans, organizes, directs/manages a component of an agency or institutional program or a major division, program, or function established to accomplish a basic goal or mission of the agency.

  • Interprets and advises agency personnel and the general public on departmental rules, regulations and laws governing the operation of the agency, division or department program.

  • Prepares administrative, statistical and/or fiscal documents pertaining to departmental activity.

  • Provides direction to staff in planning, promoting, and implementing programs in accordance with agency policies and goals.

  • Advises on future resource requirements, priorities for programs and activities; estimates timetables for accomplishing assigned activities; develops policies, rules, and regulations consistent with state and federal laws pertaining to the administration of programs.

  • Plans, develops and conducts training, seminars, meetings, or clinics as required; represents the agency at meetings, seminars, and conferences.

  • Drafts policies and procedures and develops contract or grant proposals.

  • Reviews proposed legislation and recommends changes; may act as legislative liaison.

At this level, employees are assigned responsibilities, which are limited in size or scope involving the direction, management, coordination, or implementation of various programs or functions within an agency. This may include professional level work with responsibility for an important component or function of a comprehensive or specialized operating program, providing services in a variety of management areas such as formulation of agency policies, budget preparation, physical plan operations, or personnel and fiscal management.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of the methods of organization and management; of public administration; of agency policies and procedures; of grant or contract program requirements; of the legislative process; of basic research and statistical techniques; and of federal and state laws and regulations relating to administration of assigned programs.

Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to establish and develop training programs; to exercise good judgment in analyzing situations and making decisions; and to organize and present facts and opinions.

Education and Experience

  • A bachelor's degree or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.

  • Excellent organization, communication, and listening skills are essential.

  • Maintaining a high level of security and confidentiality is crucial.

  • A valid Oklahoma driver's license is preferred.

Preference will be given to:

  • Experience and knowledge in the area of crime victimization and law enforcement.

  • An understanding of the criminal justice system

  • Experience working with Victims of crime

  • Preference may be given to those who hold a Victim Advocacy Certification

Special Requirements

  • Some positions will require that applicants be willing and able to perform all job-related travel.

  • Some positions with the Department of Rehabilitation Services require proficiency in American Sign Language.

  • Some positions with the Department of Rehabilitation Services require that applicants are eligible to sit for certification specific to the professional job duties such as Certified Rehabilitation Counselor (CRC), Certified Vocational Evaluator (CVE), Professional Vocational Evaluator (PVE), or Licensed Professional Counselor (LPC) examination.

  • Some positions within the Oklahoma Department of Agriculture, Food and Forestry may require education and/or experience in the production, processing and/or wholesale marketing of agricultural products.

  • The Department of Mental Health may require a degree in psychology, social work, sociology, or public health.

  • Some agencies may require a specific type of degree.

  • Some agencies may require a specific type of professional experience related to the position.

  • Some agencies have determined certain positions in this job family are safety sensitive as defined by 63 O.S. § 427.8.

  • Some agencies may give preference to candidates with a specific type of degree(s).

  • Successful applicants must be willing to submit to a drug screen, polygraph examination, psychological

evaluation (commissioned positions only), and a thorough background investigation.
