SUMMARY
This position performs budgetary, accounting and general financial analysis for assigned areas. Work involves handling financial duties and responsibilities associated with budgetary and accounting roles; performing related business, financial, budgetary, cost accounting; and carrying out auditing activities. This position performs analytical tasks of moderate complexity and scope.The salary for this position is $77,012 to $85,568 commensurate with experience.
ESSENTIAL JOB FUNCTIONS:
Monitors the budget to ensure that funding is in place for all approved projects; reviews and processes payment requests and other financial transactions; and maintains appropriate records and files.
Assists with budget development, assists the operating budget and year-beginning and year-end processes; provides responses to audits; and develops ad hoc reports when requested.
Process transactions in the budget/financial system as required
Serves as a Procurement Card Program Manager for the department, reviews department transactions, and ensures accuracy before submittal.
Deposits and collects cash/checks
Manages department capital equipment list according to shifts in operating needs and equipment requests; monitors capital equipment budget as requests are processed.
Analyzes account balances in various budgetary accounts; restructures financial data to conform to specific reporting requirements; and prepares progress reports and statements of financial condition.
Performs informal, internal audits of financial and related areas.
Prepares clear and concise administrative and financial reports as scheduled and as needed.
Coordinates with department divisions, City Finance, and other departments to improve processes and resolve problems; identifies, recommends, and implements changes to strengthen and improve administrative procedures.
Ensures historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
Serves as an Enterprise Resource Planning (ERP) Security Liaison; coordinates and submits changes to the ERP system.
Maintains and monitors purchase orders and contracts.
Provides training in support of financial related activities/processes.
Performs other related job duties as assigned with professionalism and tact.
MINIMUM REQUIREMENTS TO PERFORM WORK:
High School Graduate or Equivalent
Five (5) yrs. of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
OR
Two Year College Degree from an accredited school in business administration, accounting, public administration, or a directly related field.
Five (5) years of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
OR
Bachelor’s degree in business administration, accounting, public administration, or a closely related field from an accredited school.
One (1) year of directly related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
PREFERRED QUALIFICATIONS
Bachelor’s degree in business administration, accounting, public administration, or a closely related field from an accredited school.
One (1) year of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting, or a Master’s degree in business administration, accounting, public administration, or a directly related field from an accredited school.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of governmental accounting and fund accounting systems.
Knowledge of how to compile, interpret, and investigate statistical compilations and variances.
Knowledge of ERP Systems (Workday and Unity Construct), Microsoft Office products, and SharePoint.
Skill with implementing GASB statements.
Skill in communicating in written, one-on-one, small group, and presentation situations.
Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.
Skill in using Microsoft Excel.
Skill in interpersonal communication.
Skill in providing customer service.
Ability to analyze ERP systems to identify internal controls and problems as well as offer potential solutions.
Ability to execute routine job duties with minimal supervision and navigate assignment challenges with critical thinking
Ability to establish and maintain effective working relationships.
Ability to facilitate meetings, listen actively, and persuade others to accept recommendations.
Ability to research, obtain, and provide information with accuracy and clarity.
PHYSICAL DEMANDS:
The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity in observations/equipment, and walking.
WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. The position is located at the Environmental Services Facility and may operate on a hybrid work schedule that is based on organizational needs.
