Job Description Summary:

The Enforcement Supervisor is responsible for, under the general supervision of the Deputy Director, supervising the field work, and technical work in the enforcement of County codes and ordinances.

The incumbent in this class supervises Building Inspectors and Commercial Inspectors and reviews the daily work logs of inspectors and distributes the number of inspections evenly throughout the staff. In addition, works with construction contractors to make necessary field changes, and with a variety of state and local agencies and performs commercial building inspections on the largest and most difficult structures within the County for code compliance and enforcement. Ensures public safety through enforcement of these codes and coordinates activities with associated County inspection agencies, State Fire Marshal’s office, design professionals and contractors. Interprets and recommends changes in statutory provisions governing building inspection and making independent decisions regarding corrections of cited violations and the use of “equivalent” construction practices. Contacts with others are extensive and important. Job Description:

Salary Range: $63,063.00-$156,678.00

BUDGETED SALARY: $70,000.00-$75,000.00

Essential Duties:

  • Responding to and investigating complaints regarding reported violations of the building code or other related codes;
  • Supervising the code enforcement staff;
  • Supervises a team and manages the performance of individuals through ongoing coaching, feedback, and development to motivate, engage and drive a high performing team;
  • Interacts with other agencies and departments as required;
  • Oversight of official notices/citations issued by the Department;
  • Responds to emergency inspection requests from Emergency Operations Center to make determination on life safety, potential hazards for building/structure occupancy (24 hour emergency duty); Supports the preparation of annual budget and assists with the management of budgets, ensuring cost control and expenses are in alignment with budget;
  • Makes telephone and personal contacts in the office and on job sites with internal and external stakeholders regarding commercial and residential projects to clarify and/or qualify code interpretations, code requirements, constructions standards, etc.;
  • Conducts commercial building inspections on large and complex structures within the County for code compliance and enforcement;
  • Performs investigations and research complaints related to homeowner concerns and complaints about poor workmanship, contractor(s), incomplete work, deficiencies, poor quality of product(s), etc.;
  • Performs on-site review of inspectors work for consistency in inspections to code standards and construction practices;
  • Attends pre-construction meetings for larger commercial projects or at request of builder/owner/representative and advise of problems to work with architects or revise in the field, as required;
  • Performs residential and commercial plan reviews, as necessary, to include preparation of plan review comment sheets;
  • Trains new team members or other staff on how to carry out work functions in accordance with Standard Operating Procedures;
  • Oversees vehicle assignments and maintenance schedules for all Division vehicles;
  • Performs residential inspections for code compliance and enforcement during the absence of any daily field inspector.


Years of Experience: and/or

5 years of experience related to conducting investigations and construction code background.


Years of Supervisory Experience:
3 years of experience supervising or managing teams

ADDITIONAL QUALIFICATIONS & BACKGROUND (Enforcement Supervisor Option)

Background of performing investigations of complaints and reported violations of building code or other related codes.

Knowledge of materials, principles and practices of construction activities.

Knowledge of permitting requirements.

Experience in writing notices for violations of codes, ordinances or local laws.

Education: and/or
Bachelor's Degree in Business Administration, Public Administration or related field.

*Experience may substituted for education requirement on a year-for-year basis.

Class C Valid Drivers License with no more than three (3) points

Certifications, Licensures, and Examinations

Knowledge, Skills & Abilities

  • Knowledge of building construction practices, methods, materials and equipment;
  • Knowledge of the County Building Code;
  • Working knowledge of the principles and practices of structural engineering applied to enforcing building regulations and to building maintenance;
  • Ability to understand and interpret plans and specifications;
  • Ability to establish and maintain cooperative relations with contractors, the general public and public officials and to enforce building ordinances with firmness and tact;
  • Ability to prepare clear and concise reports;
  • Ability to maintain high standards of performance and superior professional judgement;
  • Ability to supervise and train inspectors in the objectives and techniques of inspections
  • Background of performing investigations of complaints and reported violations of building code or other related codes.
  • Knowledge of materials, principles and practices of construction activities.
  • Knowledge of permitting requirements.
  • Experience in writing notices for violations of codes, ordinances or local laws.

SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

LICENSE & CERTIFICATION:
