Job Summary:
The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. The Purchasing Coordinator supports the agency's purchasing operations by compiling and processing data required for procurement transactions through the City of Baltimore's procurement system and the agency's internal requisition platform. This role plays a key part in ensuring the timely and accurate acquisition of goods and services in compliance with budgetary and procurement guidelines.
Essential Functions:
- Compile necessary data to process forms and specifications for procurement transactions for the agency through the City of Baltimore Procurement system and internal requisitions through the agency's internal system.
- Monitors budget accounts, makes necessary adjustments, and notifies agency personnel of the availability of funds and funding limits for purchasing commodities and services.
- Contacts vendors to obtain and verify shipment of goods, and to ensure receipt of all partial shipments when the order is not shipped in one lot.
- Obtains bid proposals from vendors and recommends the purchase of commodities and services; corrects requisitions using actual bid pricing from estimates.
- Responds to inquiries regarding purchasing transactions from agency personnel.
- Other duties as assigned.
Minimum Qualifications:
Education: Have an associate's degree from an accredited college or university.
AND
Experience: Have one year of experience in processing and expediting the purchase of Commodities or services.
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Knowledge, Skills, & Abilities:
- Government procurement policies, procedures, and regulations.
- Office and purchasing procedures
- Techniques of expensing and processing the purchase of commodities and services.
- Knowledge of procurement systems
- Communicate effectively orally and in writing
- Adapt to evolving systems and changes in procurement regulations
- Work independently while also collaborating effectively with cross-functional teams
- Maintain effective working relationships with others
- Expedite the purchase of commodities and services
- Analyze procurement data and reconcile discrepancies.
- Develop and maintain organized records of procurement activities
- Data entry and transaction processing with high attention to detail.
- Written and verbal communication, especially when interacting with vendors and internal staff.
- Time management and the ability to prioritize tasks in a deadline-driven environment.
- Microsoft Office Suite (especially Excel and Outlook) for communication and tracking.
Additional Information
Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
