ABOUT HARBOR BEHAVIORAL HEALTH
Harbor Behavioral Health is a mission-driven behavioral health organization serving clients across Kentucky. Our Therapeutic Rehabilitation Program (TRP) is growing, and we are investing in strong clinical leadership to ensure excellent care, clean documentation, and full compliance with Kentucky Medicaid and KAR regulations.
THE ROLE
The Clinical Director is responsible for the clinical integrity, documentation standards, and Medicaid compliance of our TRP services. This is a hands-on leadership role with a primary focus on treatment planning, prior authorizations, documentation quality, and audit readiness related to TRP billing.
This role partners closely with operations and billing to ensure clinical workflows support accurate reimbursement and long-term program sustainability.
WHAT SUCCESS LOOKS LIKE IN THE FIRST 90 DAYS
- Treatment plans and prior authorizations are standardized, timely, and consistently compliant.
- Documentation quality improves across the program with clear medical necessity and audit-ready charts.
- Weekly clinical meetings are established and productive.
- The TRP program is consistently audit-ready.
- Curriculum and group content are clearly tied to individualized client goals and treatment plans.
CORE RESPONSIBILITIES
Treatment plans and prior authorizations
- Oversee the creation, quality, and maintenance of client treatment plans.
- Ensure treatment plans support medical necessity and Medicaid billing requirements.
- Improve and streamline treatment plan and prior authorization workflows.
Documentation and chart integrity
- Set and enforce documentation standards for TRP services.
- Review charts for completeness, accuracy, and compliance.
- Implement quality assurance processes and corrective feedback loops.
Clinical leadership and team cadence
- Lead weekly clinical meetings focused on client progress, clinical insights, and documentation priorities.
- Support and coach clinical staff to improve consistency and quality.
- Partner with operations and billing teams to align clinical workflows with reimbursement requirements.
Audit readiness and compliance
- Maintain continuous audit readiness for Medicaid and other payers.
- Ensure TRP services meet KAR and Kentucky Medicaid regulations.
- Identify compliance risks and implement corrective actions proactively.
Curriculum and programming
- Review and maintain TRP curriculum to ensure it remains clinically sound and goal-oriented.
- Ensure group content aligns with treatment plans and supports appropriate billing.
Requirements
REQUIRED QUALIFICATIONS
- Active KY licensure: LCSW (preferred), LPCC (preferred), LMFT, LPP, Licensed Psychologist, LPAT
- Strong experience with clinical documentation and treatment planning.
- Ability to lead, coach, and hold clinical standards.
- Comfort working within Medicaid-funded behavioral health programs.
PREFERRED QUALIFICATIONS
- Experience in TRP services or similar structured behavioral health programs.
- Familiarity with Kentucky Medicaid regulations, prior authorizations, and audit expectations.
- Experience supporting or overseeing billing-related documentation, including H2019 and H2020 or comparable services.
- Experience building or improving clinical systems and workflows.

Benefits
Salary:
-$80,000–$100,000 base, based on experience and credentials
Medical insurance:
- 100% employer-paid employee premiums

- Coverage begins the first of the month following start date
Paid Time Off:
- PTO accrues from start date (up to 15 days per year) / Unused PTO paid out upon separation
