Job Description

Abode, one of the largest and effective nonprofits working to end homelessness in the Bay Area, is seeking a Compliance Manager for our programs in Alameda County. 

About The Role: The Compliance Manager is responsible for ensuring that that all rental assistance programs are fully compliant with applicable regulations, eligibility criteria, and partnership agreements across Alameda County. This role includes supervising Compliance Specialists as well as supporting the Housing Department in adhering to all program requirements, including proper management of documentation and electronic data systems.

How You Make An Impact

  • Provide leadership and direction on compliance-related issues to staff engaged in Abode Services’ rental subsidy assistance and flexible funding programs.
  • Supervise Housing Compliance Specialists in Alameda County.
  • Oversee administration of one-time flex funding for eligible Alameda County households in partnership with programs, county and external partners.
  • Regularly review the work of employees and staff to identify compliance issues and provide ongoing guidance and training as needed.
  • Stay up to date on regulatory changes within or outside of the Agency and ensure that this information is shared with employees and program staff.
  • Collaborate with Supervisor and Housing departments to monitor enforcement of relevant program standards and regulations and identify potential risks.
  • Continuously evaluate and refine compliance procedures and workflows to prevent or resolve compliance issues effectively.
  • Organize and monitor regular internal audits conducted by Housing Compliance Specialists of housing program files and engage effectively with Housing Program leadership to resolve compliance issues.
  • Coordinate with Supervisor, Housing Program leadership and the Finance Department to prepare for monitoring visits and external audits of housing programs.
  • Work closely with the Data Team as required to ensure the correct reporting of program data and outcomes in County and Agency database systems.
  • Generate and Organize program data from internal/external databases to report program outcomes to stakeholders.

  • Provide support to Housing Compliance Specialists as needed, such as the following: processing program applications, reviewing paperwork related to program eligibility and housing documentation, tracking time-sensitive information such as annual inspections and re-certifications, processing purchase orders, and issuing notices to participants and landlords.
  • Other duties as assigned. 

How You Meet Qualifications

  • High school diploma or equivalent (GED) required.
  • 2 years of experience in rental assistance programs, with existing knowledge of current HUD rules and regulations related to rental assistance programs.
  • 2 years of demonstrated leadership and training skills in supervising direct reports.
  • Excellent written and oral communication skills. 
  • Knowledge of federal, state, and local fair housing laws.
  • Organizational, problem solving, and project management skills. Detail-oriented. 
  • Willingness to work collaboratively, but with the capacity to work independently, and travel locally for supervision, training and meetings. 
  • Excellent computer skills, including MS Office Suite (especially MS Excel) and use of databases for reporting and data entry. Experience with HMIS, Salesforce, or similar systems preferred. 
  • Excellent verbal and written communication, organizational, project management, and time management skills.
  • Outstanding communication skills and high degree of emotional intelligence, cultural humility, with a proven track record to build and maintain effective relationships with a wide variety of internal and external contacts.

WORK CONDITIONS / ENVIRONMENT:

  • Must be able to work in a shared office environment with moderate to high noise level with frequent contact and interruption.
  • Multi-level buildings with stairs and/or ramps.
  • Work in program service environments, which may include entering program offices, non-agency offices and meeting areas.
