What we’re looking for: Under general supervision, inspects construction work sites to assure compliance with plans, specifications, contracts, agreements, safety regulations, and City, state and federal construction standards and regulatory requirements; provides assistance in maintaining computer data bases.

The responsibilities you’ll be trusted with:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Reviews plans and specifications of construction projects; attends preconstruction meetings as required.
  • Inspects projects for compliance with plans, specifications, and federal, state and City standards.
  • Performs field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates and applicable codes and regulations.
  • Inspects soil, concrete, asphalt, reinforcing steel and excavations within the City right-of-way.
  • Performs field tests on construction materials for compliance with technical specifications.
  • Interprets and explains technical specifications, city codes, and federal and state regulations.
  • Notes deficiencies and deviations from plans; refers serious problems and disagreements in interpretation to City Engineer.
  • Maintains and updates inspection records and files, including paper and electronic data; updates geographic information system (GIS) databases, for special projects.
  • Attends final project walkthrough meetings to review data and answer questions as needed.
  • Responds to requests for information; provides technical information to City staff as authorized; provides assistance to the public within scope of authority.
  • Recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries.
  • Attends public hearings and meetings as required.
  • Performs other duties as assigned or required.

Your areas of knowledge and expertise that matter most for this role:

Education and Experience:

  • High school diploma or GED; AND five (5) years experience in building trades, construction or inspections; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.

Required Knowledge of:

  • City policies and procedures.
  • Federal, state, and City codes, regulations and ordinances governing construction activities.
  • Materials, methods and techniques used in street and drainage construction, maintenance and repair operations.
  • Construction practices, specifications, methods, terminology and codes.
  • Construction site inspection techniques, material specifications, and testing procedures.
  • American Society for Testing and Materials (ASTM), American Concrete Institute (ACI), Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO) and Storm Water Pollution Prevention Plan (SWPPP) standards, protocols, specifications and guidelines for public works construction.
  • Occupational Safety and Health Administration (OSHA) safety rules and regulations, and safety standards in hazardous traffic environments.

Required Skill in:

  • Interpreting and applying construction standards and procedures, applicable Federal rules and regulations, and City ordinances and codes.
  • Determining quality of materials and workmanship through inspection and use of technical tools and equipment.
  • Detecting and locating faulty materials and workmanship, and suggesting appropriate remedies.
  • Reading and interpreting plans, schematics and specifications.
  • Promoting and enforcing safe work practices.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Establishing and maintaining cooperative working relationships with City employees, construction developers and contractors and representatives from other local, state and federal agencies.
  • Operating a personal computer utilizing a variety of business software.

Your work environment: 

  • Work is performed outdoors at construction sites, and in a standard office environment and involves sitting, standing, bending and walking over uneven terrain for extended periods of time, and safely lifting and carrying objects up to forty (40) pounds.
  • May be required to work immediately before, during or after an emergency or disaster.
