Do numbers tell your story? Join PEMCCO as a Cost Estimator, where you'll play a key role in shaping the financial foundation of major transit and infrastructure programs. In this role, you'll develop and manage detailed cost estimates across every project phase, ensuring budgets are realistic, auditable, and aligned with federal and industry standards. Your expertise will guide decision-making, validate contractor proposals, and support bid evaluations, helping PEMCCO deliver projects on time, on budget, and with full compliance.

Essential Functions

  • Prepare and update Class 5-1 cost estimates at planning, design, and construction milestones.
  • Develop and document Estimate Basis Memoranda (EBM) outlining assumptions, productivity rates, and risk allowances.
  • Maintain and calibrate unit-price databases using Gulf Coast labor, equipment, and material cost trends.
  • Evaluate contractor change proposals and support fair-cost negotiations.
  • Collaborate with the Project Controls Manager and Risk Analyst to align forecasts, contingencies, and cash-flow models.
  • Participate in Value Engineering (VE) and Constructability Reviews by identifying cost-saving opportunities.
  • Support preparation of FTA cost reports and audit documentation packages.
  • Provide estimating leadership to junior engineers and discipline leads.

Competencies

  • Cost Engineering Mastery: Thorough understanding of estimating classifications, SCC coding, and life-cycle costing.
  • Analytical Skill: Strong quantitative reasoning and sensitivity analysis abilities.
  • Software Proficiency: RSMeans Online, Sage Estimator, EcoSys, Excel (advanced), and Power BI.
  • Regulatory Fluency: Knowledge of FTA 5010.1E and 2 CFR 200 cost-principle guidelines.
  • Communication: Able to explain complex cost drivers to technical and non-technical audiences.
  • Ethical Integrity: Committed to accuracy, objectivity, and audit readiness.
  • Collaboration: Works closely with engineering, procurement, and finance teams to align estimates and scope.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Quantity Surveying, or Finance.
  • Minimum of eight (8) years of progressive cost-estimating experience on multi-million-dollar infrastructure or transit projects.
  • Proficiency in conceptual through detailed estimating and construction take-off methods.
  • Certification: AACE Certified Cost Professional (CCP) or equivalent required.

Preferred Qualifications

  • Master's degree in Engineering Management or Finance.
  • Experience with FTA or state DOT capital programs and grant-funded projects.
  • Familiarity with EcoSys, Cobra, and @Risk for probabilistic cost modeling.
  • Demonstrated success supporting value-engineering and procurement reviews in public sector settings.

Compensation

  • $48.66 - $58.87 hourly, depending on experience, ability, and capability.
