Job Description

OPEN UNTIL FILLED

ANNUAL SALARY: $50,067 - $54,837

Scope of Responsibility:

This is an entry-level position with appropriate orientation and training in the principles, practices, theories, methods and techniques of the appraisal of real property. Under supervision, this position is responsible for the review and appraisal of real property for tax assessment purposes, primarily on non-complex properties. The Director of Equalization & Property Appraiser II provides supervision for the position. General instructions will be given from the Director of Tax Equalization or Appraiser II.

Essential Duties and Responsibilities:

  • Assists in assessing functions focused on residential property valuation and equalization to ensure compliance with the laws of North Dakota.
  • Analyzes property characteristics, make educated judgements on elements of value, record findings, and establish values.
  • Reviews current data such as dimensions, quality, and condition for appeal and reassessment purposes.
  • Reviews current data and current comparable property sales to ensure equitable assessments.
  • Attends ongoing formal training in real estate and appraisal in order to keep informed of the continually changing nature of this field, and to maintain licensing requirements.
  • Provides information as requested to the public in a courteous and informative manner.
  • Review residential sales information to keep informed of market trends, and to ensure only appropriate sales are used for state ratio.
  • Investigate claims of possible valuation inequities using focused appraisal techniques and provide findings in a clear and concise manner.
  • Inspect building permit projects, maintaining detailed notes, and establish values.
  • Use tools such as tablets, laser measures & tape measures to ensure accuracy and efficiency in work.
  • Review newly submitted blueprints & plans and transfer information into CAMA sketch system.
  • Assist in general computer records maintenance.
  • Performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines

Bachelor's Degree in business administration, real estate, or related field or an equivalent combination of education and related experience.

Knowledge of:

  • Basic principles and practices of real property assessment.
  • Basic knowledge of building construction and materials.
  • Working knowledge of a PC & tablet, and general software such as MS Office Suite.
  • County organization, operations, policies and procedures.
  • Local and state laws, codes, and regulations regarding property appraisal and assessment.
  • Software specific to property assessment.
  • Basic familiarity with the layout of the County.

Skill in:

  • Strong attention to detail.
  • Using initiative, discretion, and judgment within established procedural guidelines.
  • Communicating effectively, both orally and in writing.
  • Creating and maintaining effective working relationships with peers, superiors, other County departments, private appraisers, realtors, escrow companies, external government agencies and organizations, and the public.
  • Effectively interpret blueprints and/or floor plans
  • Conducting research and performing various mathematical calculations.
  • Providing effective and efficient customer service.
  • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Operating a personal computer utilizing standard and specialized software.

Physical Demands and Working Conditions:

  • Work is performed in a variety of indoor and outdoor settings including; private homes, commercial properties, active construction sites, and a normal office environment.
  • Required to perform outdoor field work that may involve exposure to extreme weather conditions, moving machinery or vehicles, hazardous chemicals and infectious diseases.
  • May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds.

Licenses or Certificates:

  • Valid driver's license
  • Class 1 Assessor's Certificate issued by the North Dakota State Supervisor of Assessment within 36 months of hiring
