Job Description
Delta Dental of Washington (DDWA) is seeking a detail-oriented, compliance-driven Contract Regulatory Specialist to join our Legal & Contracting team. This role supports regulatory compliance, document management, and cross-functional coordination for filings, policies, and communications company-wide. The Contract Regulatory Specialist ensures accuracy, clarity, and alignment with federal and state regulations in documents across departments, including Marketing and Communications.

The pay range for this position In Western Washington varies between $60,435 - $84,533, and for Eastern Washington varies between $56,145 - $78,532. Washington Dental Service and its affiliates, including Arcora Foundation, Delta Dental of Washington, and TriForza Corp. intends to offer the selected candidate a base pay within this range, dependent on job-related, non-discriminatory factors such as experience. Base pay will also be adjusted based on the candidate's geographic location.

Prepare and maintain Standard Master Documents, manage, and facilitate company wide Contract Language Workgroup (KLAW).
Review marketing, sales, and external communication materials for regulatory compliance across departments.
Provide regulatory guidance and training across business units to ensure awareness of filing requirements and compliance obligations.
Partner with Marketing, Product, Sales, and Legal to ensure messaging aligns with current regulations and internal standards.
Ensure all externally facing materials meet applicable federal/state requirements and filing obligations where applicable.
Regulatory Strategy & Leadership
Serve as the subject matter expert (SME) for all regulatory compliance matters related to contracts, product filings, and marketing communications.
Develop and implement companywide processes for managing regulatory submissions, ensuring timely and accurate filings.
Interpret and circulate changes in state and federal regulations, advising leadership and business partners on potential operational impacts.
Lead DDWA's response to complex or high-risk regulatory objections or inquiries, including direct communication with regulatory agencies.
Cross-Functional Regulatory Oversight
Independently review, approve, and provide compliance guidance for all companywide marketing, advertising, and communication materials (print, digital, verbal) to ensure alignment with OIC, NAIC, CMS, and other applicable regulations.
Act as the lead regulatory liaison to departments such as Marketing, Legal, Sales, Product, Provider Services, and Customer Service.
Serve as a regulatory consultant to internal project teams working on new product designs, benefit changes, or public-facing materials.
Document Governance & Process Optimization
Lead the drafting, editing, version control, and filing of Standard Master Documents across multiple lines of business, ensuring consistency and compliance with regulatory standards.
Manage internal compliance tools, document templates, style guides, and regulatory audit logs, continuously improving processes and quality standards.
Facilitate and chair cross functional language workgroup (KLAW).
Representation & Advocacy
Represent DDWA in external workgroups, industry forums, and regulatory meetings.
Influence industry best practices by proactively identifying compliance gaps and offering process innovations to regulators when appropriate.
Serve as liaison to regulatory agencies for plan-related filings and communications.
Review, track, and respond to agency objections, ensuring timely and accurate follow-up.
Manage filing deadlines and requirements for both new and renewing group documents.
Maintain and apply department Style Guide to all documents.
Track and report regulatory trends and activities across lines of business.
Proofread and format documents with precision and compliance focus.
Enter and track data in Salesforce and other internal systems.
Manage translation vendor relationships and translated document review.
Experience, skills, and education do you need to have to succeed in the position: The requirements listed below are representative of the knowledge, skill, and/or ability required to successfully perform the essential functions of the position.
- Bachelor's degree or equivalent work experience.
- 1-3 years in a regulatory, contracting, or compliance support role.
- Applies strong attention to detail and organizational skills to manage document accuracy, including proofreading, formatting, and process alignment.
- Proficiency in Microsoft Office, Acrobat, and Salesforce required.
