What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. New hires are typically brought into the organization between $91,373-$110,000. We also offer generous benefits for full-time employees which include but are not limited to:

The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).
Location & Schedule
This position will report in person Monday- Friday to our Airport Office Building located at Denver International Airport. The schedule will be mostly standard business hours, however, might require early mornings, nights, weekends, and holidays for operational needs.

Our Department of Parking and Transportation is currently seeking a Senior Commercial Administrator to join the team.
In this role, you will:
- Administer and possibly leads the work of a team to address complex, large-scale airport revenue programs where significant regulatory and technical ability is needed. Ensures programs operate in compliance with departmental objectives, pertinent laws, rules, and regulations
- Establish and implements program objectives, develops and modifies work plans, sets priorities, develops and implements standards and policies and ensures the program operates in conformance with established standards and requirements, conduct needs assessment and program evaluation
- Develop a budget and manages expenses; creates requests for proposals, negotiates and manages contracts, ensures satisfactory contract performance, critically reviews, and corrects work product of vendors and assigned staff. Administers financial operations within budget limits; develops new sources of revenue
- Address programs where no established pattern or policy has been established, with significantly associated uncertainty on the proper course of action, and where the best course of action will not be known for extended periods
- Design and implements quality management standards for programs, determining the significance of collected data and needed corrective action; recommends remedial action. Establishes and implements new or updated policies and procedures for the program area
- Act as a business advisor to partner entities/businesses and works with them to develop an effective business strategy. Approves Budgetary and other goals to maximize financial, customer services, and associate engagement results of the managed business
- Build new contacts and Creates a network within the specific industry of ability, take part in related associations, and cultivate relationships with other industry professionals outside of the City that feed business development or performance, both within and outside the organization
- Perform daily, weekly and monthly inspections of physical assets for assigned contracts and prepares reports documenting the inspections to be reviewed by Senior Leadership
- Perform daily, weekly and monthly field observations of the performance of the assigned vendors to ensure that all service levels are being adhered to
- Perform advanced data analysis, including ad hoc reporting, data retrieval, cleaning, and formatting from multiple sources to support operational decision-making and uncover insights in areas with limited structure or predefined direction
- Track industry trends and conduct complex financial and operational analyses using data analytics tools (e.g., Power BI, Tableau, Excel pivot tables) to identify inefficiencies, forecast impacts, and develop data-driven recommendations. Proven ability to utilize tools for justification. Prepare and present findings to senior leadership and key stakeholders to support strategic decision-making
- Collaborate with IT and data teams to design and maintain dashboards, performance metrics, and real-time reporting tools that support decision
- Implement and manage technology-driven initiatives such as automated parking systems or mobile payment platforms solutions to improve customer experience and operational efficiency
- Use data modeling and forecasting techniques to support long-term planning, rate structure analysis, and strategic revenue initiatives
- Find and create a business plan for new business development opportunities that are consistent with the organization's vision and goals. Performs other related duties as assigned

Additionally, our preferred candidate would possess the following:
- Experience operating under or overseeing a Parking Operations Contract with a municipality or other government entity
- Experience with the procurement, oversight or operations of a Parking Access Revenue Control System (PARCS)
- Experience with the procurement, oversight or operation of any Parking related technology to include online reservations systems, parking guidance systems, etc.
- Current CAPP Certification
- Current CPP Certification
Required Minimum Qualifications:
- Education requirement: Bachelor's Degree in Business Administration, Management, or a related field.
- Experience Requirement: Five (5) years of professional experience conducting complex analysis on a variety of issues needed by the specific duties assigned to the position.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
- A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
- License/Certifications: Requires a Colorado Class "R" Driver's License by the completion of probation.
- Licenses and certifications must be kept current as a condition of employment.
