Job Description

Yearly Salary: $117,000.00 -$130,000.00

Minimum Knowledge and Experience:

  • 1O+ years of physical (facility) security 
  • 5+ years' experience as a lead in Security Management  
  • Deep understanding of FEMA, TSA, MassDOT and security protocols and systems 
  • Degree in a related field (transportation, security, science) 
  • Knowledge of railroad operation and 49 CFR 
  • Proficiency in MS Office software 
  • Proficient writing and language skills 
  • Other software (MS Project, Comply 365, Power Bl, MS Visio, Coruson) 

    Skills:

  • Principle advisor and advocacy for Security principles and physical security practices across the organization 
  • Able to determine program priorities, requirements, procedures and resource requirements
  • Able to recognize and influence stakeholders who champion security within the organization and foster a culture of safety 
  • Builds and maintains effective working relationships with internal departments and external security partners 
  • Facilitates risk assessments and provides expert guidance on mitigation strategies and compliance reviews, as required 
  • Leads threat and vulnerability assessments to inform operational security planning, while developing and executing plans aligned with organizational objectives 
  • Supervises and mentors a team of security personnel to ensure consistent performance and readiness 
  • Resolves complex security challenges independently using sound judgment and minimal oversight 
  • Skilled at extrapolating from key data and experience to analyze security trends, enhancing situational awareness and informing decision-making
  • Translate strategic security directives into actionable operational plans 
  • Interpretation of state and federal regulatory governance
  • Prioritizes and manages multiple security tasks to ensure timely and effective execution

    Key Accountabilities (Essential Job Duties):

    Security Program

  • Manage strategic direction and governance for activities associated security through the Operator System Security Compliance Plan
  • Design and implement effective controls that restrict access as necessary to Keolis managed facilities and materials
  • Liaise with Digital Solutions to ensure technical security has necessary governance
  • Liaise with MassDOT for security projects and execution
  • Produce and review security reports
  • Provide expert advice to the VP Safety, Security, Quality & Environment for security activities

    Emergency Management

  • Oversee emergency management personnel  
  • Manage FRA submissions for CFR requirements

    Business Continuity

  • Manage strategic direction / governance and fulfill custodial duties for the Business Continuity Plan
  • Incorporate the requirements of Continuity of Operations as per Operating Agreement in Business Continuity Plan
  • Plan and oversee theoretical/practical exercises of the plan

    Engagement

  • Represent the department at various internal and external meetings – safety boards, committees, and calls
  • Develop and maintain a trust-based constructive/productive working relationship with the management of the business units
  • Provide advice and recommendations to business units that minimize disruption (as much as possible) and demonstrate an effective partnership between the department and business units
  • Design and participate in initiatives as required

    Organizational Specific

  • This role may be required to perform other functions under the direction of Vice President Safety, Security, Quality & Environment

    Working Conditions (including Physical Demands)

    · This position can expect to spend up to 25% outdoors or in facilities across the network.

    · The nature of the incident response will expose the candidate to loud noise, extreme temperatures, and possible fatalities. 

    · Essential Physical Requirements – able to type, climb, traverse uneven surfaces.

    · Travel Requirements – position requires travel within Massachusetts and Rhode Island to all facilities across the network.

    · Some out-of-office hours work may be required.
