Job Description

Duties/Responsibilities:
Direct and coordinate crafts in the installation of construction projects and maintenance work activities, provide various permits, furnish design information when required, coordinate work with operating departments, monitor and control costs and contribute to planning and scheduling field activities. Monitor, evaluate and document subcontractor performance and compliance with the subcontract requirements to include but not limited to quality, schedule, safety, security, environmental, state and federal rules, laws and regulations.

Monitor field activities and through observing and communicating with craft personnel and supervision to resolve field problems. Ensure that required permits are written, properly routed and posted when required before proceeding with work. Study drawings, quality requirements, design information, generate time estimates and work with scheduling to compile short term and intermediate schedules. Interface with safety to discuss potential safety hazards that may be encountered in special situations and coordinate with security when work is to be done in secured areas. Write job plans, procedures, design change forms and shop orders as required. Monitor installation of material and equipment to assure conformance with drawings and specifications. Participate in start-up and functional check out of Equipment. Review material requisitions and add such requirements as procurement level, storage level and material codes. Walkdown and review designs for constructability, resolve design problems encountered in the field during construction and meet with and discuss solutions with design engineers.

Coordinate work authorization documents issued to construction and ensured work permits are written, scope of work and proper planning is completed for each job. Perform regular field inspections and audits of assigned subcontractors to ensure compliance with the subcontract requirements. Prepare daily activity reports that document those inspections and observations. Actions may include review of various statistical and report data, daily physical inspections, interface with subcontractor personnel, and periodic survey or other feedback. Assist in preparation and development of technical specifications and statement of work for purchase requisitions or purchase requisition change notices in response to customer requests.

Provide technical evaluation of submitted bids when necessary.

Education and Years of Experience:

Bachelor's degree in a technical discipline and at least 2 - 4 years of

practical experience in construction engineering or related areas. An associate's degree and 5 - 7 years of practical experience would be considered equivalent. A high school diploma and 8 - 12 years of practical experience would also be considered equivalent. A general knowledge of system testing and operations is helpful to ensure system turnover scope is adequate in regard to pre-operational testing.

Experience/Skills:

- Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.

- Professional registration with the state of practice is desirable.

- At least (2) years of experience performing NQA-1 electrical work.

- At least (2) years of experience managing a field engineering functional group.

- Experience developing construction work scopes in the form of work packages to complete designed installations.

- Adequate knowledge of schedule and cost performance and tracking.

- Experience performing task specific hazard analysis for construction activities.

- Knowledge of nuclear facility design including the application of safety class and safety significant codes and standards.

Work Environment / Physical Demands:

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Light to moderate lifting may be required for packages and other items, ability to walk short distances, may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
