Essential Duties and Responsibilities:
- Oversees the development/implementation and support of all enterprise software applications as well as special-purpose solutions, in a multi-platform environment.
- Responsible for activities of supervised personnel, including customer service, product quality, and timely completion of tasks.
- Monitors status, deliverables, timelines, and budget for all software implementation and upgrade projects in workgroup.
- Working with IT Project Management Office, evaluates user requirements, analyzes and determines specific solutions, recommends solutions to use, and assures the development and implementation of these solutions in a timely, cost-effective manner.
- Develops good working relationships with vendors to establish effective communication utilized throughout all procurement and support related tasks.
- Participates in preparing, reviewing and making recommendations on behalf of IT for Requests for Proposals (RFPs), statements of work, and agreements related to software acquisitions, enhancements and upgrades.
- Responsible for hiring, evaluation, and discipline of assigned staff.
- Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
MINIMUM JOB REQUIREMENTS:
- Bachelor's degree in computer science, information systems or related field preferred. (High School/GED and four years of relevant professional experience in addition to 10 years required experience may be substituted for the Bachelor's degree).
- 10 years of job-related experience including 5 years supervisory/management experience required.
- Full stack development experience including knowledge of Microsoft Visual Studio focusing on ASP.Net; Experience with one or more common databases and / or data modeling tools; Strong multi-platform technical skills; strong analytical and system design skills; strong background in customer support; exceptional supervisory and organizational skills, verbal and written communications skills; interpersonal skills and ability to deal effectively with the public, vendors, other employees, and elected officials.
STARTING SALARY RANGE: Commensurate with experience
