Position Function Summary

Under the general direction of the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) provides leadership, management, and oversight of all La Familia Medical Center (LFMC) financial functions, including accounting, budgeting, and forecasting, internal and external reporting, revenue cycle, and internal control policies and environment. This position operates in a manner consistent with applicable Federal, State, and local laws and regulations, Generally Accepted Accounting Principles (GAAP), and Governing Board¬-approved financial policies of LFMC.

Essential Responsibilities

ADMINISTRATION AND OVERSIGHT

  • Works with the CEO and LFMC Board of Directors to establish and maintain a comprehensive, up-to¬ date, and Board-approved set of financial policies and maintains operating procedures to implement approved policies.
  • Presents monthly accrual-based financial statements to the Finance Committee and full Board of Directors, including comparisons of operating results to budget and key performance indicators such as productivity, financial and cash flow metrics, and revenue cycle benchmarks.
  • Establishes appropriate internal controls and processes to control, protect, and preserve the assets of LFMC and strives to maintain a sustainable fiscal position.
  • Teams with the Compliance Officer to ensure there are appropriate programs of compliance and risk management across the organization, with particular focus on financial reporting and procurement compliance.
  • As a member of the LFMC management team, participates in strategic and operational planning, and translates the goals, strategy, and programs of LFMC into specific operational initiatives to drive performance and outcomes.
  • Has ultimate responsibility and oversight over the functions of the Finance Departments and directly supervises the Controller and Revenue Cycle Manager.
  • Ensures implementation of an effective performance management process for all direct report staff that clearly defines performance expectations and measures, including agreed-upon goals and objectives, performance feedback, accountability measures, and corrective action as appropriate, following sound management practices and applicable laws and regulations to ensure high levels of organizational, work unit, and individual performance.

BUDGETING, REPORTING, AND COMPLIANCE

  • Directs preparation of the annual organization-wide operating budget and subsidiary budgets and targets for departments, programs, and projects.
  • Develops cash flow and other financial forecasts and management dashboard tools to assist with strategic planning and operational oversight.
  • Reviews all financial reporting and presents monthly financial reports to management, the Finance Committee, and the Board.
  • Ensures that all corporate financial and compliance reports, including those required by grant funding entities and agencies, are submitted in a timely manner to the appropriate authority.
  • Ensures the Controller has the resources necessary to manage the annual audit process to a timely and accurate conclusion and presents the audit report to the Audit Committee and Board for acceptance and approval.
  • Implements appropriate internal controls, segregation of duties and reconciliation processes for all financial systems, processes, and procedures.

REVENUE CYCLE

  • Oversees the billing and collections teams, including any functions outsourced to outside firms, and partners with Operations to integrate the workflows and staff training in other revenue cycle areas, including front desk, patient access, and outreach and enrollment, with finance department functions.
  • Evaluates payer and health plan provider service agreements to determine reimbursement levels and methodologies and assesses the fiscal impact and risk of participation, including revenue and write-off estimates, claims processing requirements and burden, workflow, staff capacity, and related issues.
  • Maintains a pricing methodology for all services and chargeable supplies provided by LFMC and updates an organization-wide fee schedule annually.
  • In conjunction with establishing the fee schedule, and subject to LFMC Board approval, establishes and implements discount and write-off policies.
  • Subject to LFMC Board approval, updates the sliding fee discount schedule each year as soon as possible after the Federal Poverty Guidelines are published in the Federal Register.

Requirements

Education, Experience and Skills/Training

  • Master's degree in finance or accounting with a minimum of five (5) years job related experience; or bachelor's degree in finance or accounting with a minimum of seven (7) years of job-related experience.
  • Recent healthcare accounting experience in a Federally Qualified Health Center is highly desirable.
  • CPR certification required.
  • CPA designation is preferred.
  • Proven experience as CFO, finance officer, or relevant role.
  • Exceptional knowledge of data analysis and forecasting methods.
  • In-depth exposure to financial law and risk management practices.
  • Ability to prioritize work assignments within established deadlines.
  • Proficiency in using financial and business computer applications.
  • Ability to strategize and solve problems.
  • Strong leadership and organizational skills.
  • Ability to balance mission and financial sustainability objectives
  • Excellent communication and people skills.
  • LFMC required training Including, but not limited to: basic Annual Safety, HIPAA Training;
  • Basic Knowledge and ability of general office procedures including filing, copying, faxing, use of a computer, to multitask within established deadlines, work under the direction of a supervisor and follow instructions for work completion, and take initiative to resolve patient concerns and problems;
