PREFERRED Experience:
Candidates whose backgrounds include the following skills and experience are strongly preferred:
- Demonstrated experience with project management, process improvement, and financial analysis in both private and public sector environments.
- Proven success in creating, monitoring, and managing complex budgets, including county government budgets and federally funded programs.
- Proficiency in IDIS (Integrated Disbursement and Information System) draw sheets, drawdowns, and related compliance documentation.
- Experience developing and implementing Standard Operating Procedures (SOPs) to streamline financial and administrative processes.
- Strong skills in data analysis, report preparation, and business intelligence tools (e.g., SQL, Power BI).
- Ability to manage multiple priorities, meet deadlines, and adapt to evolving program and funding requirements.
- Excellent interpersonal and problem-solving skills with experience serving as a reliable point of contact for internal and external stakeholders.
- Prior use of content management and collaboration systems such as MS SharePoint, Excel, Agenda Quick, Jira, and Confluence.
- Track record of identifying process optimizations and cost savings through evidence-based decision making.
Key Responsibilities:
- Develop, monitor, analyze, and update various reports, records, and financial plans for departmental programs and initiatives.
- Develop, coordinate, monitor, and analyze annual budgets and grant expenditures.
- Review internal processes and recommend improvements for financial efficiency and compliance.
- Process and reconcile financial transactions, including IDIS drawdowns, requisitions, payroll, and project agreements.
- Perform other duties as assigned to support the department's mission.
- Act as a liaison with internal stakeholders, external agencies, auditors, and funding partners to ensure timely and accurate reporting.
- Analyze data trends and prepare comprehensive financial and operational reports for leadership and governing bodies.
- Prepare and maintain financial documentation in compliance with local, state, and federal grant requirements.
- Develop and implement standard operating procedures (SOPs) for financial operations and reporting processes.
- Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
MINIMUM JOB REQUIREMENTS:
- Requires a Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.
- Minimum of six (6) years of progressively responsible professional experience in finance, budget analysis, grant management, or a closely related field.
- A Master's degree in Finance, Accounting, Business Administration, or a closely related field may substitute for two years of experience.
- Prior experience with federally funded community development programs is preferred.
STARTING SALARY RANGE: $35.42 - $44.28 hourly based on qualifications
