Job Summary
About City of Baltimore, Mayor's Office of Employment Development: The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. At MOED, we view our mission broadly to deliver economic justice to our city! Essential Functions
- Supervises the accounting preparation, verification, and documentation activities of the agency's grant revenue collections and spending reporting submissions in compliance with generally accepted accounting principles. Includes monthly in-house report of budget vs actual expenditures and monthly/quarterly reports to grant funding sponsors.
- Develop and design fiscal reporting forms and procedures to provide improved processes for management reporting using the City of Baltimore's Workday Enterprise Planning system.
- Supervise staff engaged in grant and program spending and payroll cost controls. Interprets financial policies and procedures for staff. Mentor and support their professional development.
- Prepare and provide fiscal documents for the City Dept. of Audits and MD DOL annual budgetary monitoring. Respond to audit inquiries and requests and attend audit entrance and exit conferences.
- Design, implement, and maintain solid and appropriate internal control systems.
- Establish new account numbers and maintain the MOED chart of general ledger accounts. Generate and provide new fiscal year account numbers to program/budget managers.
- Perform special accounting and financial projects for superiors and other governmental and non-governmental leaders, officials, and agencies.
Minimum Qualifications
Education: Bachelor's degree in accounting, Finance, or related field, CPA or MBA desirable
AND
Experience: Have five years' experience in Fiscal Management or a closely related field: at least two in a supervisory role
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Knowledge, Skills, and Abilities
- Strong accounting, financial reporting, and analytical skills
- Grant Management experience, particularly federal grants
- Ability to effectively assign, manage, review, and evaluate the work of subordinate employees.
- Must be computer literate and proficient in word processing, spreadsheet, and database applications (i.e., MS Word, Excel, Access, etc.)
- Ability to establish and maintain effective working relationships with individuals and groups of individuals of varying levels of responsibility, within and outside ( i.e., federal and state agencies, foundations, other city agencies, etc.) of MOED
- Ability to communicate effectively orally and in writing and make persuasive presentations.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
