Job Description

HJ Staffing is seeking a detail-oriented and experienced Grant Manager to support a state department. The Grant Manager will oversee the full lifecycle of federal and state-funded behavioral health grants, ensuring compliance, fiscal accountability, and alignment with program goals.

This position plays a critical role in supporting DSAMH's mission to strengthen mental health and substance use disorder services throughout Delaware.

Key Responsibilities

  • Manage the full grant lifecycle, from proposal development to closeout.

  • Ensure compliance with federal, state, and local grant regulations (SAMHSA, HHS, etc.).

  • Track and report on budgets, expenditures, and program performance.

  • Review subrecipient financial and programmatic reports for accuracy and compliance.

  • Prepare and submit required progress and financial reports to funding agencies.

  • Collaborate with internal and external partners to monitor program goals and outcomes.

  • Develop and maintain procedures, templates, and tools for grant compliance and documentation.

  • Provide training and technical assistance to DSAMH program teams and community partners.

Qualifications

  • Education: Bachelor's degree in Public Administration, Finance, Public Health, or related field (Master's preferred).

  • Experience:

    • 3+ years of experience in grant management or administration, preferably in behavioral health or public sector environments.

    • Demonstrated understanding of SAMHSA, HHS, or federal grant compliance standards.

    • Experience monitoring and reporting on multiple grants simultaneously.

  • Skills:

    • Strong organizational and analytical skills.

    • Excellent communication and report-writing abilities.

    • Proficiency with Excel, Word, and grant management platforms (e.g., eGrants, GrantSolutions).

    • Ability to manage competing priorities and deadlines.

Preferred Qualifications

  • Knowledge of Delaware's behavioral health system and DSAMH operations.

  • Experience working with state or federal agencies.

  • Familiarity with performance-based and reimbursement grant structures.
