Summary

The House Legislative Analyst/Session Employee II delivers rigorous, nonpartisan analysis and review across a wide variety of legislative and constituent issues. Serving as a liaison between legislators and their constituents, this position is integral to a dynamic two-person analyst team that supports a 25-member caucus.

Functions

  • Perform thorough research and analysis on legislative, policy, and constituent matters across a broad spectrum of subjects, providing clear, actionable reports and recommendations.
  • Act as the primary point of contact for constituents, expertly triaging, tracking, and resolving inquiries through phone, email, and written communication.
  • Prepare comprehensive briefings, background materials, and memos for caucus members, distilling complex information to inform effective decision-making.
  • Collaborate with the Director of Member Services, state agencies, and external partners to collect information, coordinate responses, and ensure timely delivery of high-quality work products.
  • Support legislative operations during session by assisting with House floor procedures, bill tracking, and executing legislative actions.
  • Maintain accurate records of constituent cases, legislative actions, and communications, ensuring confidentiality and compliance with protocol.
  • Adapt to shifting workloads and priorities, demonstrating flexibility and professionalism in a fast-paced legislative environment.

  • Excellent written and verbal communication skills, with a demonstrated ability to draft clear, concise, and grammatically precise documents.
  • Advanced proficiency in Microsoft Office Suite and relevant computer applications; able to produce work with speed and accuracy.
  • Thorough understanding of legislative, executive, and judicial processes and structures.
  • Demonstrated expertise in researching, tracking, and summarizing legislation and emerging policy issues.
  • Highly organized and detail-oriented, with the ability to manage multiple assignments under tight deadlines.
  • Exceptional interpersonal skills, with the ability to work independently and collaboratively within a team.
  • High level of professional judgment, discretion, and commitment to nonpartisanship and confidentiality.
  • Active listening skills and commitment to quality constituent service on behalf of the legislator.

Minimum Qualifications

  • Bachelor's degree in political science, public administration, business, or a closely related discipline.
  • At least two years of professional experience in legislative analysis, public policy, government relations, or a closely related field preferred.
  • Strongly preferred: experience conducting research, preparing written reports, and engaging with the public or government officials.
