The Oregon Department of Emergency Management (OEM) is excited to announce an opening for an Information Systems Specialist 5.

In this pivotal role, you'll serve as the primary point of contact for resolving computer-related issues in a diverse, non-standardized environment. Your expertise will ensure efficient problem resolution or appropriate escalation, guaranteeing customer satisfaction. Beyond troubleshooting, you'll play a vital role in maintaining the security, functionality, and accessibility of our automation tools and networks. Responsibilities include managing user profiles, access rights, and communication with various stakeholders, from internal departments to external agencies and the public. What We Are Looking For

Minimum Qualifications:

  • Four (4) years of information systems experience in:

a help desk environment; OR

  • (b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field, AND two (2) years of information systems experience in:

a help desk environment; OR

  • (c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all the above.

Desired Attributes:

  • Communication Skills- Skill in communicating with persons of diverse points of view to resolve problems; The proven ability to effectively communicate information to technical and non-technical users.

  • Systems Experience- Broad knowledge base of, and ability to use a variety of computers, software, and networking information systems; Experience with managing user permissions, creating and managing permission types, permissions groups, etc.; Knowledge of retention requirements, library maintenance, document naming conventions, file management organization and consistency across governance structures.

  • Ability to follow and work within specific processes, policies, and procedures.

  • Problem Solving- Ability to problem solve technical issues (including making decisions and following through to resolution) utilizing various communication methods including, over the phone, in person, email or instant messaging; Knowledge of research techniques necessary to collect, analyze, and interpret information.

  • Organization Skills- Demonstrated ability to organize, prioritize, and balance conflicting workloads.

  • Demonstrated proactive approach to continuous learning and development, fostering a mindset of ongoing improvement and adaptation.

Additional Details

  • The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

  • Employees of the Oregon Department of Emergency Management are subject to recall at any time. During an emergency this position may be required to work long hours without normal days off within the State Emergency Coordination Center (ECC), Recovery Coordination Center (RCC) or in the field supporting emergency response activities. To support development and enhancements of State ECC/RCC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.
