Job Description Summary:
This is technical inspection work at the full performance level inspecting industrial and commercial buildings, apartment houses and individual houses where problems are likely to occur. An employee in this class, with general supervision from the Chief, Inspections, Licenses & Permits, ensures compliance with the Harford County Plumbing and Mechanical Codes. Employees normally work independently on field inspections, making decisions requiring the use of technical judgment and discretion; however, they consult with the Chief, Inspections, Licenses & Permits on unusual cases. Performance is evaluated through the review of reports and thorough spot inspections.
Job Description:
Salary Range: $43,381.00-$156,678.00
BUDGETED SALARY: $56,650.00-$75,000.00/ANNUALLY
Essential Duties:
Conducts inspections of plumbing and mechanical installations for compliance with the Harford County Plumbing/Mechanical Codes.
Checks plans and workmanship, recommends methods for improvements.
Determines that persons working throughout the County have required licenses.
Prepares reports and maintains records of work performed.
Education and Experience:
Graduation from high school, vocational-technical school, or possession of a GED certificate AND possession of a MARYLAND MASTER PLUMBER'S LICENSE for a two (2) year period prior to the application for Plumbing Inspector I position AND within one (1) year from date of hire obtain ICC Mechanical Inspector Certification or State of Maryland HVAC license and ICC Plumbing Inspector Certification.
Certifications, Licensures, and Examinations:
Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Be advised that this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.
Knowledge, Skills, and Abilities:
Considerable knowledge of the Harford County Plumbing and Mechanical Codes; of the methods, materials, and techniques of the plumbing and mechanical trades
Working knowledge of elementary engineering principles governing the installations and operation of plumbing/ HVACR equipment.
Ability to plan and lay out work
Ability to locate defects and unsanitary conditions in new and existing installations
Ability to detect potential hazards
Ability to read and interpret plans and specifications
Ability to prepare reports of inspections
Ability to meet and work harmoniously with contractors and homeowners
Ability to deal tactfully with the public in explaining the requirements of the Harford County Plumbing and Mechanical Codes
Ability to enforce regulations with firmness, tact, and impartiality
Ability to inspect while in kneeling, sitting, or prone positions, depending on the location of the item to be inspected
Ability to drive a County vehicle while carrying out some assignments
Must be proficient in map reading in order to locate the site to be inspected.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety
