Position Overview:
This role is designed to provide critical back-office leadership, enabling the VP and Senior Director of State Government Affairs to concentrate on high-level engagement and strategic initiatives. The Manager will serve as the operational anchor of the team, responsible for:
- Legislative and Regulatory Tracking: Monitoring and analyzing state legislation and regulatory developments, ensuring timely and accurate updates to inform advocacy strategy.
- Grassroots Engagement: Managing and executing employee grassroots mobilization efforts around key state policy issues, including coordination of internal communications and engagement platforms.
- Policy Communications Support: Assisting in the development of policy messaging, drafting position letters, briefing materials, and other written content to support advocacy efforts.
- Event and Meeting Planning: Leading the planning and execution of all State Government Affairs events, including the Annual Division Legislative Days and issue-specific legislative or lobby events throughout the year.

EDUCATION:
- Equivalent experience will be accepted in lieu of the required degree or diploma.
- Bachelor's: Healthcare Administration, Public Administration, Public Health, Public Policy, or related field
TYPICAL EXPERIENCE:
- 8 years recent relevant experience
SKILLS AND KNOWLEDGE:
- Working knowledge of the strategic planning process.
- Demonstrated knowledge of working with volunteer community groups.
- Significant understanding of community-based organizations, local and statewide foundations, and government agencies.
- Proficient in Microsoft Excel, Outlook, PowerPoint, and Word.
- Set priorities which accurately reflect the relative importance of job responsibilities and prioritize assignments to complete work in a timely manner.
- Verbal and writing skills to effectively communicate with diverse groups such as: executives, managers, and subject matter experts.
- Make presentations to persuade others to accept a specific opinion or action, or to provide information and instruction.
- Establish and maintain cooperative working relationships with audiences across all areas and levels within Sutter Health as well as external organizations.
- Negotiate or exchange ideas, information, and opinions with others to formulate policies and programs and/or to arrive jointly at decisions, conclusions, or solutions.

Pay Range is $55.18 to $82.77 / hour
The compensation range may vary based on the geographic location where the position is filled. Total compensation considers multiple factors, including, but not limited to a candidate's experience, education, skills, licensure, certifications, departmental equity, training, and organizational needs. Base pay is only one component of Sutter Health's comprehensive total rewards program. Eligible positions also include a comprehensive benefits package.
