Job Description

Objective

Under the supervision of the Manager, Network Infrastructure and Cybersecurity, the Network Engineer (VoIP Emphasis) is responsible for maintaining, upgrading, and supporting the Institute's enterprise VoIP/telephony systems as the primary focus, while also serving as backup support for broader network engineering responsibilities. This position ensures reliable, secure, and high-quality voice and data services for the Institute and its remote offices and campuses.

Essential Functions

  • Designs, configures, and administers enterprise VoIP and telephony systems (SIP, SBCs, voicemail, call routing, etc.).
  • Ensures proper QoS for voice traffic across LAN and WAN environments.
  • Provides Tier 2/Tier 3 support for VoIP/telephony issues, including escalation to vendors as needed.
  • Administers and maintains E911 information, directory databases, and telephony system configuration.
  • Plans and executes telephony system upgrades, migrations, and integrations with unified communications platforms.
  • Documents VoIP architecture, configurations, and disaster recovery procedures.
  • Tracks and manages licensing, vendor support agreements, and technology lifecycle.
  • Provides backup coverage for the deployment, maintenance, and troubleshooting of wired and wireless network architecture across the Institute and remote offices.
  • Assists in supporting the core routing, switching, firewall, and data center network infrastructure.
  • Helps implement and maintain core services such as DNS, DHCP, RADIUS, and AAA.
  • Monitors network performance and availability using SNMP, scripting, and network management tools.
  • Analyzes network performance and capacity metrics to ensure reliability, security, and scalability.
  • Supports ITS teams with connectivity and throughput concerns when needed.
  • Engage with Institute business units to support voice and network requirements for current and future initiatives.
  • Works closely with ITS teams to ensure integration of voice and data services.
  • Participates in vendor management, licensing oversight, and technology refresh planning.
  • Adheres to ITS change management processes and maintains accurate technical documentation.
  • Performs related and special duties as assigned by Manager, Network Infrastructure and Cybersecurity.

Minimum Requirements

  • Bachelor's degree in Information Technology, Computer Science, or equivalent work experience.
  • Three of experience with enterprise VoIP platforms (Cisco, Avaya, Mitel, NEC, Asterisk, or similar).
  • Strong understanding of SIP, RTP, QoS, and related protocols.
  • Experience supporting LAN, WAN, wireless, and firewall technologies.
  • Ability to work independently and as part of a collaborative team.
  • Excellent written and oral communication skills.
  • Must pass a criminal background check.
  • Authorized to work in the US legally without sponsorship.

Preferred Requirements

  • Certifications in networking or collaboration technologies (e.g., CCNA/CCNP Enterprise or Collaboration, JNCIA, etc.).
  • Familiarity with Palo Alto firewalls and Juniper/Mist Switching.
  • Experience with cloud-based VoIP and unified communications platforms (e.g., Microsoft Teams, Zoom, Webex).
  • Experience with network monitoring and automation tools.

Work Environment/Conditions

This role operates in a professional office environment (70%), data center environments (15%), and in networking/telephony facilities around campus (15%). The data center environment is climate controlled (65-70°F) and noisy due to operating equipment, with exposure to high-voltage circuits.

This is a full-time hybrid position: Monday through Friday with Tuesday, Wednesday and Thursday as mandatory in-office days. Hours may vary with some weekends, and late hours required based on emergencies or on-call support. Some additional travel may be required to support remote offices.
