Location: Arlington, VA

Work Arrangement: Onsite 

Type: Full-Time

Clearance: Secret

Travel: Up to 10%

Job Summary: 

We are seeking a highly motivated and effective Project Manager to oversee all Information Resource Center administrative support operations for the U.S. Trade and Development Agency (USTDA). USTDA supports development of overseas infrastructure projects that advance shared strategic interests of the United States and its overseas partners, funding upfront technical and design work that accelerates infrastructure development. The Project Manager will serve as primary liaison with government personnel, ensuring seamless delivery of records management, FOIA support, facilities coordination, and comprehensive administrative services.

Responsibilities and Duties:

  • Direct daily operations of IRC support team across records management, FOIA administration, reception, mailroom, and facilities coordination
  • Serve as primary point of contact for all contract administration matters with Contracting Officer and COR
  • Develop and implement quality control programs, monitoring performance metrics and ensuring contract compliance
  • Manage project planning, scheduling, budgeting, and financial reporting for all contract deliverables
  • Supervise recruitment, training, cross-training, and performance management of contract personnel
  • Provide on-site technical support and troubleshooting for conference room audiovisual equipment
  • Analyze and implement business process improvements to enhance operational efficiency
  • Prepare weekly status reports, annual IRC calendar, and required contract deliverables
  • Conduct risk management assessment and implement mitigation strategies
  • Facilitate coordination between contractor personnel, government staff, and other USTDA contractors  

Qualifications and Skills:

  • Minimum education:Bachelor’s degree required in business management or a related degree
  • Minimum experience: 15 years of work experience   
  • Must have an active Secret security clearance
  • Experience leading projects, including creating project plans and process maps
  • Proficient in using software for data analysis, financial management, and project management
