IT STAFFING SERVICES SOLICITATION UNDER DEPARTMENT OF INFORMATION RESOURCES IT STAFF AUGMENTATION CONTRACT (ITSAC) Solicitation Reference Number: 537601540 Working Title: QA Engineer Automated 3 Title/Level: QA Engineer Automated 3 Category: Quality Assurance (QA) and Testing Full Time I. DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 QA Engineer Automated 3, hereafter referred to as Candidate(s), who meets the general qualifications of QA Engineer Automated 3, Quality Assurance (QA) and Testing and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Level Description 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Job Description QA automation engineers design automated tests by creating scripts that run testing functions automatically. This includes determining the priority for test scenarios and creating execution plans to implement these scenarios. Designing documentation for automated processes. Additional job details and special considerations QA Automation Analyst 3 will be responsible for the development and maintenance of test scripts for both manual and automated testing. Experience preparing UAT test cases, aligning them with business requirements, and conducting walkthroughs with stakeholders to ensure clarity. Tracks test case execution and provides reporting. Use Jira to log and track defects. Develops and maintains requirements traceability matrices. Must have experience working in an Agile environment. Supports the development team as needed in dev, test, and UAT environments and troubleshoots the defect as required. Job Requirements " Experience in writing and executing test cases, as well as creating test plans. " Knowledge of software usability concepts and requirements traceability, and Software Development Lifecycle (SDLC) process. " Knowledge of Xray Test Case management tool " Knowledge and experience working with a scrum team in an agile environment to deliver software release sprints for HHSC, on time, with a focus on quality using Jira and SharePoint. " Proficient in defect tracking and management using industry-standard tools such as Jira and systematically log, categorize, and prioritize identified defects, ensuring a clear and organized record of issues throughout the software development lifecycle. " Knowledge of SQL query writing to perform Create, Read, Update, Delete operations. " Experience in API Testing using Postman, or similar. " Develop and execute automated test cases to verify authentication processes, user permissions, and roles, ensuring that only authorized users can access specific functions and data. " Experience working on different types of testing: e.g., unit, integration, regression, smoke, user acceptance, system, stress, and performance. " Knowledge of code coverage tools, process or systems analysis, and design work. " QA automation testing and scripting experience using UFT " Ability to effectively organize and present complex technical information, both orally and in writing. " Ability to effectively work both independently and with sprint development team members. " Ability to work under pressure under tight time constraints. " Be self-driven, helping the team achieve goals and overall project delivery milestones. " Skill communicating with varied levels of staff and end users to develop positive and effective working relationships. " Ability to assist by responding to inquiries from others regarding errors, problems, or questions about programs and handling multiple projects. " Ability to accurately track time spent working on projects, as well as the ability to accurately estimate changes or enhancements. " Knowledge of Object-Oriented Programming preferred. " Experience utilizing accessibility testing tools and assistive technologies to ensure compliance with WCAG 2.1 AA standards " Experience working with the State of Texas HHS agency and system preferred. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Experience in writing and executing test cases, as well as creating test plans. 8 Required Knowledge of software usability concepts and requirements traceability, and Software Development Lifecycle (SDLC) process 8 Required Knowledge of Xray Test Case management tool and Jira Project management tool 8 Required Strong SQL query knowledge Create, Read, Update, Delete 8 Required Experience in writing and executing tests automation using UFT 8 Required Experience in conducting API Testing and automation using Postman, SOAPUI, JMETER or similar 8 Required ADDITIONAL SKILLS AND EXPERIENCE NEEDED IS LISTED IN THE JOB DESCRIPTION 5 Preferred Knowledge of Object-Oriented Programming preferred. 5 Preferred Experience utilizing accessibility testing tools and assistive technologies to ensure compliance with WCAG 2.1 AA standards 5 Preferred Experience working with the State of Texas HHS agency and system preferred. III. TERMS OF SERVICE Services are expected to start 01/05/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1512 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS TERM OF SERVICE Services are expected to start on or around January 5, 2026, and are expected to be completed by August 31, 2026. Total estimated hours per candidate shall not exceed 1512 hours for FY26. Initial Purchase Order Term: Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order. Renewal Option(s): HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order. WORK HOURS AND LOCATION A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding Texas state holidays when the agency is closed. B) The primary work location will be 701 W 51st Street, Austin, Texas 78751. Position is ONSITE/Hybrid at the location listed above (with some hybrid work determined by the hiring manager). ONSITE DAYS (WED, THURS) and REMOTE (MON, TUES, FRI). HYBRID POSITIONS ARE ALSO SUBJECT TO CHANGE. The program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY. Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas. C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
