This is a limited, fixed term full-time position for a minimum of 30 months (2.5 years) from date of hire.

The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $110,000 - $150,000/annually, based on experience and education. Location

The City and County of Denver supports a hybrid workplace model. This position will work from a job site (office) a minimum of three days per week. Employees must work within the state of Colorado on their off-site days.

Many divisions within DOTI, including the Right-of-Way Services (ROWS) Division, are involved in a broad range of exciting and complex projects, public space activities and uses, and engagement with a wide variety of stakeholders. The ROWS Division's responsibilities include project plan review and permitting for capital infrastructure and private development; land use and shared mobility permitting; construction permitting and inspection; floodplain management; land surveying; addressing; and standards and policy management.

DOTI is seeking a detail-oriented and collaborative Senior Engineer to join our team as a policy alignment engineer. In this role, you will lead efforts to ensure DOTI policies and procedures align with regulatory requirements governing land development approvals within Community Planning and Development (CPD) and the Denver Permitting Office (DPO). A key focus of this position is streamlining processes to support the timely and efficient development of affordable housing projects across Denver.

You will lead cross-departmental collaboration and engage with external stakeholders to identify and implement comprehensive policy and process improvements. This role will be critical in accelerating housing development and expanding access to affordable housing for Denver residents.

Over the past decade, the City and County of Denver has made significant strides in expanding access to affordable housing. From the creation of Denver's first dedicated affordable housing fund in 2016, to the formation of the Department of Housing Stability (HOST) in 2019, and the launch of the Affordable Housing Review Team (AHRT) pilot in 2020, our commitment has been clear and consistent. Building on this foundation, this position supports Denver's implementation of a Fast Track review process consistent with Proposition 123. This role is uniquely suited to help the City of Denver achieve its goal of increasing its affordable housing by 4,631 additional units between 2023 - 2026. This position is funded through a $4.5 million grant received from the U.S. Department of Housing and Urban Development (HUD) to support Denver's commitment in addressing long-standing barriers to affordable housing.

Specifically, as a Senior Engineer in this role, you will:

• Conduct assessments of engineering plan review procedures, department policy, and related processes. Identify solutions and lead or support the implementation of rule, policy, and procedural improvements.

• Ensure alignment across departments, facilitate effective communication, and maintain productive working relationships with internal and external stakeholders.

• Collaborate with and support other DOTI and HUD grant activities as needed to ensure consistency and alignment with citywide plans and HUD requirements.

• Coordinate closely with partners to ensure compliance with the grant agreement and alignment with adopted plans and policies.

• Participate in design coordination meetings regarding private development projects to gain an in-depth understanding of the site engineering development process.

• Work with customers, internal and external stakeholders, including design consultants and contractors, utility companies, other city agencies and departments, the public, and elected officials to communicate regulatory and code requirements and interpretations, resolve plan review procedural issues, provide process and technical guidance, and identify conflicts.

• Monitor the ROWS review process and keep interested parties advised as to the various stages of review while providing strong customer service and attention to detail with follow up.

• Demonstrate flexibility in decision making to address complex and highly variable scenarios.

• Perform other related duties as assigned.

What You'll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics:

• Understanding of general principles and practices of Transportation, Wastewater, and Utility engineering and construction with educational and/or work experience in design, review and/or inspection of transportation/roadway and/or utility plans. Experience in Denver is a plus.

• Municipal engineering experience in managing stakeholders and sensitive public engagement activities with flexibility and ease in interactions with stakeholders.

• Technical writing experience drafting or amending technical engineering and regulatory policies and procedures, ideally with an understanding of best practices in engineering plan review for land development projects.

• Strong organizational skills, including the ability to set priorities, manage resources, and deliver timely outcomes.

• Excellent communication skills, both written and verbal, with the ability to convey complex concepts to varied audiences.

• Excellent customer service skills, thrives by working with people and provides solutions-based information for clients.

• Experience engaging diverse stakeholders-including city agencies, experienced planning and engineering colleagues, and the public.

• Initiative in performing assigned duties, identifying challenges and solutions, and supporting regulatory engineering goals.

• Proficiencies with a wide array of technologies such as Office 365 (Teams, Outlook, Word, Excel, SharePoint), Adobe Suite, Bluebeam Revu, and Accela Civic Solutions (or equivalent permit software).

Required Minimum Qualifications

• Education requirement: Bachelor's Degree in Engineering.

• Experience Requirement: Three (3) years of professional engineering work experience after obtaining a Professional Engineering (PE) license. (Some positions may require experience in a specific engineering area)

• Education/Experience Equivalency: No substitution of experience for education is permitted.

• Additional appropriate education may be substituted for experience requirements.

• License/Certifications:

• Requires a valid Driver's License at the time of application.

• Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application.

• Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.

• Licenses and certifications must be kept current as a condition of employment.
