Job Description

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Human and Community Services Division.

This position is responsible for ensuring that all refugees and other eligible populations receive all services they are entitled to and that are necessary for their health, wellbeing and eventual self-sufficiency and that those services are provided in a culturally and linguistically appropriate and timely manner, while adhering to strict federal regulations and guidelines from the Office of Refugee Resettlement, Department of State, and the Centers for Disease Control and Prevention. The State Refugee Coordinator / Refugee Coordinator / Refugee Health Coordinator will work to implement, coordinate, and manage various programs in the resettlement community / ites for Montana. Additional program management responsibilities include managing federal grants, including all associated reporting; managing multiple contracts; coordinating stakeholder group consultations and providing technical support to stakeholders, contractors, resettlement agency staff, local office of public assistance and others as needed.

Qualifications for this Career Opportunity

  • Knowledge of public assistance programs and eligibility, as well as quality assurance standards.

  • Knowledge of management concepts and practices.

  • Excellent written and verbal communication skills, including public speaking.

  • Conflict management, organization, and time management skills.

  • Ability to analyze information, interpret regulations and federal rules, and explain new information in laymen's terms.

  • Ability to use personal computer applications to write reports, process payment requests, analyze and forecast program budgets, manage contracts, and prepare statistical reports.

  • Ability to identify and propose solutions.

  • Ability to foster collaboration and provide effective training and guidance to staff.

  • Meet minimum qualifications:

  • Bachelor's degree in public administration, business, communications, human services, or other related fields.

  • Five years of progressively responsible experience in public assistance programs of which three years' experience must include supervising professional staff.

  • Other combinations of directly related education and directly related experience may be considered on a case-by-case basis.

  • Preferred knowledge of legislative and appropriation process.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.

The primary location for this position is Helena, however other locations where office space is available will also be considered. Specific conditions will be provided by the supervisor and must adhere to state and DPHHS policies.
