Job Description

Job Summary

The Traffic Engineer will lead the planning, implementation, and administration of the Neighborhood Traffic Management Program. This role focuses on improving neighborhood livability and safety through traffic calming, community engagement, and data-driven engineering solutions. The position requires strong technical expertise in traffic engineering, project management, and public communication.

Engineer positions are represented by PROTEC17, Professional and Technical Employees.

The candidate selected will have the option to work a hybrid remote work schedule, however, the candidate must reside in WA or OR. No exceptions.

This position may be underfilled at the Engineer III level based on qualifications and experience.

Qualifications

Education and Experience:

  • Bachelor's degree in traffic engineering, civil engineering or a closely related field - and - two (2) years of experience in an Engineer III or equivalent position. • Registration as a professional civil engineer

Preferred Qualifications:

  • Master's degree in Transportation Engineering or Urban Planning.
  • Professional Traffic Operation Engineer Certification
  • Experience working with local government or public agencies.
  • Familiarity with equity-focused transportation planning and Vision Zero principles.

Knowledge of: Principles and practices of traffic engineering, civil engineering and of the physical sciences (hydraulics, mechanics, etc.) involved; urban and rural public sector traffic engineering and traffic signal design; proven project management skills, including engineering, administration and management principles/ practices; application and interpretation of County regulatory codes, state regulatory and legislative requirements, court decisions and Attorney Generals opinions concerning the wide variety of engineering functions; departmental policies and procedures, work standards and codes applicable to the job.

Ability to: Establish and maintain effective working relationships with engineering and survey staff, contractors, and the public; accomplish multiple priorities and projects within projected timeframes; adopt approved engineering methods and standards to the planning, design and construction of a variety of public works projects; read and interpret complex plans and specifications and become familiar with engineering standards; perform highly technical research work and to give reliable advice on difficult engineering problems; prepare, draft, interpret and utilize complex engineering plans, maps, specifications and reports, and to maintain orderly, accurate engineering records; perform complex and difficult engineering computations in designing major engineering projects; inspect and provide direction to technicians inspecting the work of contractors on complex engineering projects and to obtain adherence to plans and specifications; coordinate and effectively manage resources dedicated to a number of on‑going projects; communicate and express ideas effectively, orally and in writing, including public speaking; give accurate and factual testimony at hearings or trials.

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties

Program Management & Implementation

  • Develop, administer, and oversee the Neighborhood Traffic Management Program (NTMP), including annual project selection, prioritization, and implementation.
  • Coordinate the planning, design, and construction of traffic calming measures such as speed humps, traffic circles, curb extensions, and signage.
  • Ensure compliance with local, state, and federal traffic engineering standards and guidelines (e.g., MUTCD, AASHTO).

Engineering & Technical Duties

  • Conduct and oversee traffic studies, speed and volume data collection, and crash analysis to identify problem areas.
  • Prepare engineering reports, conceptual designs, cost estimates, and technical specifications for NTMP projects.
  • Review and approve traffic calming plans and ensure they align with sound engineering practices and community goals.

Community Engagement

  • Serve as the primary liaison between the county and neighborhood groups regarding traffic concerns and NTMP projects.
  • Facilitate evening public meetings, workshops, and outreach efforts to educate residents on traffic calming principles and gather input.
  • Balance technical recommendations with community preferences to develop effective, context-sensitive solutions.

Interdepartmental & Interagency Coordination

  • Collaborate with internal departments (e.g., Public Works, Planning, Sheriff's Office, Neighborhood Program Coordinator) and external agencies to coordinate project delivery and ensure alignment with broader transportation goals.
  • Manage consultant contracts and oversee consultant work related to NTMP planning and design, as necessary.

Monitoring & Evaluation

  • Track and evaluate the effectiveness of implemented traffic calming measures using before-and-after data.
  • Recommend program improvements based on performance metrics, community feedback, and emerging best practices.

Retirement Information
