Job Summary:

Director of Operations is a senior-level position responsible for overseeing the day-to-day operations of DCHD's development division. the director of operations ensures smooth and efficient functioning, alignment with business goals, and maximization of productivity. The director works closely with sections of the development team to establish effective workflows and resource allocation, ultimately driving performance improvements.

Essential Functions:

Manages administrative, asset management, and compliance staff, providing guidance and support to ensure departmental objectives are met. Collaborate with senior management to develop strategic initiatives aimed at enhancing program efficiency and achieving organizational goals. Participates in high-level decision-making processes, offering insights and recommendations based on thorough analysis and evaluation of program performance. In collaboration with program management, develop criteria to establish and identify goals, objectives, strategies, and priorities; assesses budgetary and programmatic needs and analyzes availability and utilization of existing allocated resources. Coordinates performance metrics for the Development Division to align with Agency goals and priorities. Investigates and resolves confidential or sensitive administrative problems, complaints and situations at the request of the Deputy Commissioner of Housing and Community Development.

Minimum Qualifications:

Education: Graduation from an accredited four (4) year college or university with a bachelor's degree in public administration, Public Policy, Urban Planning, Urban Renewal, Business Administration, or related field.

AND

Experience: Three to Five (3-5) years of progressively responsible experience in operations, performance management, community development, real estate transactions, grants administration or accounting.

Knowledge, Skills, & Abilities:

  • Knowledge of the application of research and statistical analysis.
  • Ability to evaluate program policies and procedures.
  • Ability to develop programs to resolve program problems.
  • Ability to develop criteria to identify program goals and objectives
  • Ability to develop and maintain records, data collection and reporting systems.
  • Knowledge of the purposes, policies and regulation of HABC and DHCD.
  • Knowledge of the pertinent Federal, State and Local laws and statutes including the Baltimore City Code and Charter.
  • Knowledge of laws and regulations governing the handling of contracts and agreements.
  • Knowledge of pertinent principles and practices of law, court procedures and legal research.
  • Knowledge of report preparation techniques and procedures and report writing.
  • Knowledge of Microsoft Office Suite: Word, Excel, Outlook and PowerPoint, with at least an intermediate level of skill/experience in Word and Outlook specifically.
  • Ability to organize, interpret and apply legal principles.
  • Ability to present ideas effectively, both orally and in writing.
  • Ability to establish and maintain good working relationships with co-workers, vendors, consultants, contractors, residents, representatives of governmental agencies, property owners and buyers, City officials, financial and banking institutions and the general public.
  • Ability to coordinate multiple priorities.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
